About this Job Section 82 - Highway Safety 82/123115/E6DCL/8.24.26-SC About this Position: This position serves as the statewide technical expert for the Louisiana's Strategic Highway Safety Plan (SHSP), Highway Safety Improvement Program (HSIP), and HSIP sub-programs such as Local Road Safety Program (LRSP) and Safe Routes to Public Places (SRTPPP). This involves the identification of High Potential for Safety Improvement (PSI) locations, sections, and overrepresented crash-types including roadside obstacles which may pose potential safety risks to road users. Activities related to this program and sub-programs include Stage O studies, local road safety plans, systemic studies, traffic safety records, tort reduction, and the development and implementation of safety projects and programs to address the infrastructure, operations and data planning strategies identified through the SHSP action plans at the statewide and regional level

EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience. NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience

If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information Job Duties: Serves as the highway safety expert for Stage O studies, local road safety plans, data driven safety analysis, traffic safety records, tort reduction, and safety project management to the DOTD Highway Safety Administrator. Reviews and provides assistance for Stage O and highway safety studies to ensure safety analysis is performed properly and engineering studies reach appropriate conclusions and safety countermeasures.
Provides extremely complex and sensitive expert advice to the Department's Legal Section, Office of Risk Management, Attorney General's Office, Contract Attorney's, and the US Department of Justice in preparing defenses for lawsuits affecting the Department. Participates in specialized training courses on driven safety analyses, complete streets, crash investigation/reconstruction and identification/treatment of high potential for safety improvement locations with the goal of spreading knowledge to safety stakeholders statewide, including DOTD, MPOs, local agencies. Interprets national standards, practices, and policies regarding highway safety planning and programming, data driven safety analysis using the Highway Safety Manual, traffic safety records, and the HSIP implementation.
Manages contracts with engineering consultants and universities for studies involving highway safety analysis, traffic safety records, and ensures compliance with contractual provisions and administrative policies; approves invoices for payment. SUPPLEMENTAL QUALIFICATION REQUIREMENTS: Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position. The Supplemental Qualifications for this vacancy are as follows: Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience in traffic engineering, highway safety, or transportation planning; OR Six years of professional engineering experience in traffic engineering, highway safety, or transportation.
Position-Specific Details: Compensation: There is a biweekly Special Entry Rate of $3316.00 for this position. The actual starting salary depends on the education and experience of the selected applicant.
