Essential Duties & Responsibilities:
When Assigned to Operations:
  • The emphasis of the position is signal timing, system performance, data analysis, and real-time troubleshooting.
  • Conducts traffic studies including warrant analyses, Level of Service (LOS) evaluations, and operational assessments.
  • Assists with the development and modification of signal timing plans and corridor coordination.
  • Monitors signal system performance metrics and prepares technical summaries.
  • Drafts engineering evaluations and recommendations for review.
  • Reviews signing, striping, and traffic control plans for compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and Town standards.
  • Provides technical support in response to traffic operational complaints and service requests.
  • Coordinates with Traffic Maintenance staff regarding operational adjustments and field verification.
  • Assists the Engineer in responding to public inquiries related to traffic signal operational issues.
  • Participates in internal and external meetings with consultants, Town staff, and developers to discuss operational issues and resolve plan review comments.
  • Assists with preparation of reports, memoranda, and presentations.
  • Participates in development review and plan review activities as assigned.
  • Reviews transportation plans and proposals for conformance with Town standards.
  • Coordinates school traffic safety reviews and assists with development of traffic management plans.

When Assigned to Projects / Capital Projects:
  • The emphasis of the position is project coordination, consultant management support, development review, and capital project delivery support.
  • Assists with transportation safety initiatives including crash data analysis, preparation of the Town's biannual crash facts report, and evaluation of safety countermeasure alternatives.
  • Supports the planning and delivery of traffic and transportation capital improvement projects.
  • Assists with project scope development, cost estimation, and schedule tracking.
  • Assists with safety program implementation including crash data analysis and countermeasure evaluation.
  • Supports development and delivery of traffic-related capital improvement projects, including coordination with consultants, meeting preparation, and project documentation.
  • Participates in grant application preparation and compliance tracking for transportation-related projects.
  • Assists with the planning and management of transportation safety projects from issue identification through completion, including countermeasure analysis, cost estimation, budget requests, bidding and contractor coordination, and project oversight.
  • Supports coordination of project deliverables between consultants, internal staff, and stakeholders.
  • Assists planners with transportation programs and special projects related to vehicular (roadway and parking), public transit, bicycle, and pedestrian infrastructure.
  • Conducts research and helps develop improvements to transportation programs in coordination with transportation planning recommendations and assists with implementation of approved changes.
  • Supports multimodal initiatives and implementation of the Town's Transportation Master Plan.
  • Assists with traffic signal operations projects including monitoring corridor data metrics such as travel time, signal performance metrics, coordination, and platooning.
  • Performs traffic analysis using traffic engineering software and develops new or modified signal timing plans under supervision of the Engineer.
  • Uploads and downloads signal timing plans through the Town's central signal management software.
  • Prepares project memoranda, cost estimates, and presentations.
  • Tracks project budgets and milestones.
  • Performs other duties as assigned or required.

Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: A Bachelor's Degree in Civil Engineering or related discipline. Enrollment as a Colorado Engineer Intern (EI) is preferred.
Experience: At least two (2) years' related experience; or any equivalent combination of education, training, or experience
Licenses and/or Certifications Required:
  • A Valid Driver's License

Knowledge, Skills, and Abilities:
  • Ability to become knowledgeable about the Town's existing transportation infrastructure.
  • Ability to establish and maintain effective working relationships.
  • Knowledge of traffic engineering principles and operational analysis.
  • Ability to communicate effectively with all levels of Town staff, developers, contractors, outside agencies and citizens in writing and orally.
  • Familiarity with signal timing concepts and traffic control devices.
  • Working knowledge of Microsoft Office products and ability to utilize a variety of computer programs such as Transportation Engineering Software, AutoCAD, Centracs, ArcGIS, Cartegraph, and Synchro.
  • Ability to perform engineering calculations and interpret operational data.
  • Ability to prepare clear and defensible written documentation.
  • Ability to work independently with appropriate supervision.
  • Working knowledge of transportation and traffic engineering manuals such as the Manual on Uniform Traffic Control Devices (MUTCD), the ITE Trip Generation Manuals, Highway Capacity Manual (HCM), AASHTO Design guides, and Model Traffic Code.

Physical Demands:
  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl

Work Environment:
  • Works primarily in a clean, comfortable environment
  • This position will access all work sites inside and outdoors to perform duties, potentially in any weather and environmental conditions, including possible exposure to extreme weather conditions, dust, dirt, heat, cold, fumes, gases, odors, noise, wetness and humidity

Equipment Used:
  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
