Job Summary:โ€ฏ

This position is responsible for supporting underserved residents of Multnomah, Washington, Clackamas, and Clark Counties on a path to self-sufficiency. The position provides opportunities for skill-building and engages adults to build a pathway to employment in the clean-energy job sector and environment industry. The position is responsible to engagement, training placement, job placement and follow-up of PCEF Clean Energy Sector participants.

Essential Duties:

  1. Conduct PCEF eligibility and enrollment process that includes WorkSource Registrations. Following Regional Program Standards, apply the career coaching approach to assist participants in developing and implementing a career plan with the end goal of accessing a career in the clean energy sector, during both the In-Program, and Follow-Up phases of the program.
  2. As appropriate, facilitate participantsโ€™ access to the array of workforce preparation, training and employment services offered through WorkSource Portland Metro (WSPM) and leading to employment in clean energy related career pathways, prioritizing placement with employers connected to PCEF funded projects.
  3. Provide support to participants to ensure successful completion of occupational skills training and assist in placement in unsubsidized and training-related employment upon completion.
  4. Provide continuous soft skills coaching to help participants build key employability and life skills, including but not limited to dealing with conflict, dressing for the workplace and managing finances.
  5. Provide support services and connect participants to resources in the community to support training completion and success on the job.
  6. Provide robust retention and advancement support for participants during the 12-month Follow-Up phase, once they have entered employment and exited In-Program services.
  7. Assist participants accessing rent assistance resources offered through EOP-available housing support on an as- needed basis to support their training and employment goals.

Job Duties:

  • Conducts outreach, recruits, enrolls, and maintains a caseload of 40 participants, with a focus on low-income individuals.
  • Collaborate with and follow the direction of the Natural Resource Program Manager.
  • Collaborate with program partner agency staff to create training opportunities that address barriers to sustainable employment for participants.
  • Collaborate with employer partners that focus on Clean Energy to develop opportunities for participants of diverse skill levels to pathways to employment.
  • Engage clients in goal setting and monitoring, meet regularly with participants to implement individualized plans to achieve short- and long-term goals.
  • Collaborates with Work Opportunities Training (WOT) team and other POIC departments to deliver services across
  • Supports clients in accessing and navigating WorkSource Portland Metro, Rent Assistance Resource referrals, and sector-specific services.
  • Builds professional relationships with participants and support them in addressing barriers to employment and educational achievement, serves as professional mentor, coach, and client advocate.
  • Document all participants' interaction, progress, participation, and data in workforce development in I-Trac Database.
  • Manages participant enrollments and exits in I-Trac Database and Microsoft Teams.
  • Maintains detailed, organized, and updated online files, in compliance with local and federal government contractor.
  • Develops culturally responsive, innovative, and engaging curriculum designed to build participants employability and life skills.
  • Collects, analyzes, and reports on outcomes.
  • Monitors grant requirements to ensure contracted goals are met.
  • Ensures budgetary compliance and submits any required documents or reports on time and complete.

Experience/Education:

Bachelorโ€™s degree or equivalent and two to three yearsโ€™ related experience and/or training, or equivalent combination of education and experience. Proven experience in workforce development and placing clients with multiple barriers in employment. Clean Energy Sector employment knowledge a plus. Familiarity with trauma-informed practice and strength-based approaches to working with participants preferred. Experience working with non-profits and within government funded systems is preferred
