Job description
The Seventh Judicial District is seeking internal applicants to fill a Court Operations Supervisor position to work in the Todd County Court Administration office. This position is being posted as an internal promotional opportunity available to current Minnesota Judicial Branch Employees.
The Court Operations Supervisor leads the day-to-day operations in Todd County Court Administration, administering and enforcing all relevant rules and policies. Reviewing, evaluating, planning and streamlining daily functions and working with the public, judges, court staff, partnering with county and state agencies to ensure that cases are processed in a timely and accurate manner. This role is responsible for supervising a hybrid team, requiring the supervisor to effectively work remotely while leveraging modern collaboration technology to maintain engagement and operational continuity. This position also requires the ability to make sound, independent judgments and decisions, and deal with diverse populations, including staff, judges, stakeholders, and attorneys. The anticipated interview date for this position is July 1st at the Todd County Courthouse. The anticipated start date for this position will be September 9, 2026
Work is performed under the general supervision of the court administrator and is reviewed through conferences, reports, and on the basis of results obtained.
Example of Duties

- Duties and Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive oral-inclusive. Other duties may be required and assigned.
- Supervise staff including, hiring, training, coaching, reviewing, disciplining of staff.
- Supervise matters relating to the maintenance of financial control over receipts and disbursements.
- Provide orientation and training to staff members regarding new rule/legislation that impact all divisions.
- Develop and recommend policies and procedures to comply with statutes and procedures that impact record retention and accessibility; change unit procedure or policy to simplify work processes so the unit works more efficiently or to comply with statutes.
- Maintain employee personnel records and payroll.
- Maintain equipment, supervise division purchases and budget.
- Train and oversee employees on case and individual document confidentiality/public access.
- Develop and implement management principles and operational strategies to improve workflow efficiencies, team cross-training and customer service in a high-volume environment.
- Collaborate with internal stakeholders, justice agency partners, and other court divisions to build trust, increase efficiencies and ensure the fair and timely processing of court processes.
- Back up and fill in for Court Operations Supervisor in Todd County.
- Other duties as assigned by Manager.
Typical Qualifications
Minimum Education and Experience:
- High school diploma or graduation from a vocational school or equivalent
- Considerable experience as a supervisor, Court Clerk Leadworker, Court Operations Associate, or equivalent work in a court, legal setting, or other fast-paced, high-volume, and technology-dependent environment
- As this position may be working partially remotely, access to a reliable internet connection is required during this time.
Minimum Knowledge, Skills, and Abilities:
- Ability to train, motivate, coach and supervise support personnel.
- Skill in team building, planning, and/or supervising the work of others.
- Ability to develop and maintain effective working relationships with others.
- Demonstrated adaptability, critical thinking skills, problem solving skills, conflict resolution skills, and excellent customer service skills.

- Considerable knowledge and understanding of principles and practices of court proceedings, applicable statutes and rules, and records management.
- Ability to analyze problems and put effective changes into practice and ensure compliance.
- Considerable knowledge and experience planning and implementing projects, initiatives, and tasks in a high-volume, fast-paced environment.
- Ability to express ideas concisely and clearly, both orally and in writing.
- Skill in planning and following through on projects and tasks.
- Understanding of principles and practices of court proceedings, with an emphasis on applicable statutes and rules.
- Exceptional communication skills, interpersonal skills, and emotional intelligence.
- A personal, proactive commitment to diversity and inclusion that helps to effectively foster a culturally diverse environment.
- Ability to navigate and lead others through change and ambiguity within a complex organization.

Preferred Qualifications:
- Paralegal, Associate, or bachelor's degree in criminal justice, Political Science, Business Administration, or a related field.
- Considerable knowledge of effective supervisory and management techniques
- Skill in effective team building, planning and/or supervising the work of others.
- Recognized skill of breaking down operational silos by establishing shared processes, communication channels, or collaborative tools between team members.
- Proven experience fostering an inclusive, collaborative team culture across geographically dispersed, remote, or hybrid staff.
Current judicial branch employees must have satisfactory performance in all competencies in their most recent performance evaluation and no discipline above an oral reprimand in the preceding 6 months.
