About the Structural Maintenance Yard
The mission of the Structural Maintenance Yard (SMY) is to provide superior, professional maintenance services to ensure Recreation and Park facilities foster a sense of community pride and well-being, and meet the high expectation and need of park patrons. The Structural Maintenance Yard is organized into 9 shops, 15 trades: Carpenters, Cement Masons, Electricians, Heavy Equipment Operations (includes: Operating Engineers, Truck Drivers, Laborers, and Riggers), Iron Workers, Painters, Roofers, Plumbers, Steamfitters, Sheet Metal Workers, and Stationary Engineers. Structural Maintenance has three major functions: routine repairs/maintenance, deferred maintenance projects, and supporting RPD operational activities and events. Routine repairs and maintenance are performed daily to secure the safety and guarantee the operations of our facilities. Deferred maintenance includes capital-funded projects and philanthropy projects initiated through funding provided by donors for park improvements. The Structural Maintenance Yard includes 9 shops/15 trades and 104 employees who maintain recreation facilities citywide, completing about 15,000 work orders per year - roughly 300 each week. This equals about 144 work orders per FTE annually, placing SMY above productivity benchmarks for large municipal park systems.  

Job Description

Under the direction of the Superintendent of Structural Maintenance, this position is responsible for managing the day-to-day functions of nine (9) shops, fifteen (15) trades, including co-managing with the Superintendent supervision of all shop supervisors engaged in the repair, maintenance and construction of park infrastructure and grounds.  The essential duties for this position include, but are not limited to:

  1. Directs, assigns, reviews and approves the work of subordinate craft personnel engaged in the repair, maintenance and construction of park infrastructure, equipment, vehicles, apparatus, fencing, foundations and complements (e.g. painting, fountains, curbing, etc.) necessary to successfully execute related projects.
  2. Plans, monitors and delegates work order requests to craft supervisors to maximize the efficiency of repair and maintenance work using the department's Total Managed Assets (TMA) database system; monitors TMA and work order data dashboard for the yard; implements annual reset meetings.
  3. Communicates orally and in writing in a professional and effective manner with division heads, craft supervisors, vendors/contractors, site administrators, private businesses and personnel from other City departments necessary for the completion of project; acts as a representative of the Recreation and Park Department at meetings with the public, contractors, planners, architects, designers, City officials, staff, agencies and businesses.
  4. Plans and manages all Capital Plan Review and site walks between the yard and the Capital Division. Directs detailed construction document plan review process for all department Capital renewal projects to ensure compliance with design specification standards; Directs detailed construction document plan review process for all department Capital renewal projects necessary to perform preventive maintenance as part of designed project life cycle.
  5. Supports the Superintendent of Structural Maintenance in managing an annual budget for renovation, maintenance and construction operations by monitoring and forecasting budget expenditures.
  6. Works closely with Employee Health and Safety in support of document requests, quarterly and annual inspections, and other required incidents as they arise.
  7. Works with other City agencies to requisition quotes for materials.
  8. Works with Partnerships Division to secure needed funding for Deferred Maintenance or small maintenance projects.
  9. Supports the Superintendent of Structural Maintenance in monitoring operations, maintenance and repair activities of subordinate craft personnel to ensure compliance with OSHA safety requirements and established policies and procedures.
  10. Researches new or improved maintenance methods, materials, supplies and tools for the purpose of improving building, construction and maintenance work functions of the department's Structural Maintenance Yard.
  11. Inspects projects (i.e. repair, maintenance and construction) to ensure deadlines and objectives are completed according to project schedule; inspects projects (i.e. repair, maintenance and construction) to ensure subordinate craft personnel are safely and effectively using time, equipment and tools.
  12. Prepares specifications for the requisition of materials, supplies and equipment necessary for the completion of projects by using computer applications and software (e.g. Microsoft Office, including Teams and Outlook).
  13. Leads the implementation of organizational development initiatives at the Structural Maintenance Yard including Lean management principles by modeling and applying Lean principles to work organization and maintenance/repair production.
  14. Oversees the yard fleet while working closely with Shop Supervisors to forecast fleet needs and the Manager of Fleet.

Nature of Work
May be required to address emergencies outside of regular work schedule, including weekends and holidays.

Qualifications

1. Possession of a Baccalaureate degree from an accredited college or university; AND
2. Five (5) years of professional experience engaged in the maintenance and repair of buildings and grounds, two (2) years of which must include supervisory experience; AND
3. Possession of a valid California Driver's License.
Substitution: Additional verifiable professional experience in the maintenance and repair of building and grounds may substitute for the required degree on a year-for-year basis for up to four (4) years. One year of experience will be considered equivalent to 30 semester or 45 quarter units of college course work.
Note:  One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).

Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Professional experience working in a public parkland environment.
  • Knowledge of Lean processes improvement principles and practices.
  • Demonstrated experience holding staff accountable to performance standards, work order completion, and operational deadlines in a high-volume, fast-paced maintenance environment.
  • Demonstrated ability to make sound, timely decisions to meet rapidly changing deadlines and priorities due to emergencies, last-minute requests, or competing multi-trade project demands.
  • Experience operating within a shared leadership model in a large, multi-trade, high volume centralized maintenance operation; co-managing shop supervisors.
  • Experience with computerized maintenance management systems (e.g., TMA), and data reporting in a high-volume maintenance environment.
  • Experience coordinating with multiple divisions and stakeholder groups in a complex public agency environment.
  • Knowledge of labor relations, MOU provisions, and collective bargaining unit requirements or willingness to learn.
  • Experience integrating new facility acquisitions into existing maintenance operations.
  • Experience working safely and efficiently in dynamic construction or facility maintenance environments.
  • Experience managing operations, multi-trade crews, and large-scale structural maintenance projects within public park systems and recreational facilities.

SELECTION PROCEDURES
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which include the following:
Basic Supervisory Exam (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

The Basic Supervisory Exam will be administered either on a computer or in paper format.  The type of format will depend on the size of the qualified applicant pool.  Qualified candidates will be notified of the type of exam format in their exam appointment notification.
This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire Exam (Weight: 50%):
Candidates who receive a passing score on the Basic Supervisory Exam will be provided via email, a Supplemental Questionnaire Exam. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and is subject to verification.
A passing score on both the Basic Supervisory Exam and the Supplemental Questionnaire Exam must be achieved in order to be ranked on the Eligible List.  Candidates will be placed on the eligible list in rank order according to their final score.
