Job description

The Information Technology Agency (ITA) intends to fill one (1) Communications Engineer Associate I position in the Infrastructure Bureau through an emergency appointment opportunity. This position does not allow for remote work. The reporting location for this position is city hall East (200 N. Main Street, Los Angeles, CA 90012).
EMERGENCY APPOINTMENT
The Rules of the Board of Civil Service Commissioners defines an emergency appointment as a temporary assignment to a position made in accordance with City Charter Section 1013 (a) and (b). The appointment is authorized until a civil service eligible list is established for that particular job classification, but for no longer than one year. The appointment must be terminated when a regular appointment can be made from the eligible list to a permanent position of half time or more.
DUTIES AND RESPONSIBILITIES
Public Safety Engineering Division - LAPD and LAPD Dispatch, Fire Station Alerting System and Site Improvement Section.
  • Prepare plans, design, specifications, estimates, studies, reports, and cost and service analyses for 911 Dispatch, Fire Station Alerting System, Radio Mobile Network and Site Improvement.
  • Provide technical direction in the construction, maintenance, operations of Local Area Network (LAN), IT cable infrastructure and operation of communications systems and related work.
  • May serve as a project engineer and act as a supplement to Communications Engineer when necessary. Act as in internal consultant to other employees on new technology or other difficult issues. May assist the Communications Engineer and other employees about new procedures and techniques related to communications systems.
  • Conduct extensive research into new technical developments and evaluate their suitability for City use. Maintain the City's standards and procedures and prepare standards for technical design for various systems.
  • Prepare purchase requisitions, purchase orders, and request for bids and proposals.
  • Ability to read and interpret building plans and communication equipment specifications.
  • Develop and maintain communications system procedures and documentation for use by other engineering and technicians staff.
  • Develop procurement specifications for equipment, maintenance, and all other job related duties as assigned.

MINIMUM REQUIREMENTS
  • Graduation from an accredited four-year college or university with a major in engineering, which includes at least 24 semester units or 36 quarter units of communications engineering or electrical engineering courses.
  • Note that qualifying education must be from a college or university accredited by the City of Los Angeles recognized agency. A list of the approved accredited agencies can be found at https://personnel.lacity.gov/Accredited%20Institutions%2008-21-08.pdf ; or
  • Possession of a Valid Engineer-in Training Certificate (EIT) recognized by the State of California Board of Professional Engineers, Land Surveyors, and Geologists.

Emergency Appointment
An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list. No emergency appointment can exceed one year. (City Charter Section 1013).
