L3Harris is seeking a Senior Specialist, Program Manager for the ISR Networks Business units to lead multi-functional teams in program execution, financial management, Risk & Opportunity management, proposal and production execution for the ABMS / TOC-L and POD programs. This opportunity is for the person who has the ability of an effective team leader driving cost, scope, and schedule. Effective communication is key as this role is required to regularly prepare and deliver presentations, EACs, and status updates to AMN leadership. Role is based on-site in Salt Lake City, Utah, will report directly to Director of Program Management, ISR Networks Business Unit, and is responsible for successful execution and business growth.

Essential Functions:

  • Drive development, test and build of the IPT sub-system by leading the IPT team comprised of Government, Associate Contractors, Strategic Partners, and Suppliers.
  • Coordinate with customer and internal stakeholders to identify opportunities and solutions and provide issue resolution across the program lifecycle, including proposal, production, and support.
  • Effectively manage program risks and opportunities.
  • Responsible for cost and schedule performance, planning and forecasting.
  • Optimize cost, schedule and deliveries using Earned Value Management System (EVMS) methodology and tools.
  • Lead an IPT team with Engineering, Operations, Purchasing/Subcontracts Management, Finance, Contracts and Quality to support on time delivery.
  • Identify continuous improvement and cost reduction opportunities.
  • Lead proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals.
  • Provide concise reports to management on status, potential issues, risks, and solution recommendations.
  • Provide guidance, coaching and training to other employees across the Company within area of expertise.
  • Strong organization and planning skills.
  • Strong written and oral communication skills.

Qualifications:

Bachelor's Degree and minimum 6 years of prior program management or related experience. Graduate Degree and a minimum of 4 years of prior program management or related experience. In lieu of a degree, minimum of 10 years of prior program management or related experience.

Preferred Qualifications:

  • Bachelor's degree in engineering or demonstrated technical aptitude.
  • Active Secret, or higher, US Security clearance, or confident you can obtain a clearance.
  • 6 years' experience with a strong understanding of DoD program management methodologies (includes developing resource loaded IMS, executing IBR, managing complex risks, strong development program management skills).
  • 6 years professional experience as a Program or Project Manager leading program execution and proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals.
  • Experience leading teams in a matrixed organization.
  • Proficient using the advanced features of the entire MS Office Suite: Excel, Word, Outlook, PowerPoint.
  • Proficient with Earned Value Management System (EVMS) methodology and tools to monitor and report status on program execution, Cobra preferred.
  • Master's degree in engineering or STEM related field.
  • Experience leading large development programs.
  • Background in ISR networks and intel (as a requirements lead, PM, BD, or operator)
