Medical Device Deployment in National Capital Region

DHA MHS Genesis Medical Device Integration

The Defense Health Agency's (DHA) National Capital Region Medical Directorate (Client MD) exercises authority, direction, and control over the Walter Reed National Military Medical Center, Fort Belvoir Community Hospital (FBCH), and their subordinate clinics; DiLorenzo TRICARE Health Clinic (DTHC), Tri-Service Dental Clinic, Fairfax Health Center, Dumfries Health Center, and the Joint Pathology Center (JPC). Effective October 1, 2019, the Client MD becomes the "Client Market Area." On this date the Client will assume direct control of additional healthcare operations at Andrews AFB, Fort Meade, Annapolis Naval Support Base, Quantico Marine Corps Base, and the Patuxent River Naval Air Station Client Market and tIMO Activities. The Medical Device Systems Security Program Management Office supports the Client's preparation and readiness to implement the MHS GENESIS electronic health record system in December 2022.

MHS GENESIS, the new DOD and VA electronic health record (EHR) requires a high level of medical device integration (MDI). Several critical medical equipment/device items and systems must integrate to the EHR to achieve optimal EHR utilization and effectiveness.

MDI is the electronic transmission of patient data from medical device to patient record. Medical equipment and systems that constitute this integration are therefore "devices" with respect to network infrastructure and security.

Medical devices that are integrated to the EHR must be MHS GENESIS compatible and cybercompliant in order to be declared "MHS GENESIS Ready." Only devices fulfilling this criteria can be authorized and approved for integration to the EHR. MHS GENESIS compatibility is confirmed by the DHA Medical Device Task Force. Cyber compliance is determined by Defense Health Agency officials who administer NIST cyber security guidelines and criteria within the Military Health System. The DHA Medical Device Task Force monitors device compliance and is therefore also a key source to verify cyber compliance.

DHA Medical Device Guidance (November 2017) prescribes MHS GENESIS readiness, Risk Management Framework (RMF)/cyber security compliance, and medical device standardization as operating requirements for DHA activities.

DHA's National Capital Region (Client) Director of Logistics and Acquisition established the Medical Device System Security (MDSS) Program Management Office (PMO) in October 2017 to achieve medical device readiness within the Client; specifically, Walter Reed National Military Medical Center (WRNMMC) and the Fort Belvoir Community Hospital (FBCH). On October 1, 2019 the Client Market Area officially adds medical activities at Andrews AFB, Fort Meade, Annapolis Naval Base, Patuxent River, and Quantico Marine Corps Base to its MHS GENESIS implementation program.
