Job description
This is a full-time, 12-month, exempt position that reports to the President of the College and is located on JWCC's main campus in Quincy, Illinois.
JOB DESCRIPTION
The Vice President for Academic Services provides strategic and operational leadership over the College's academic policies, instructional programs, and faculty development, and is responsible for safeguarding the integrity of the curriculum.
This role oversees academic programming, academic accommodation services, library services, and the assessment of student learning and academic programs. The Vice President supports faculty in their teaching, scholarship, and creative work; oversees program and institutional accreditation; and recommends to the President on faculty personnel matters, including hiring, promotion, and tenure.
Additional duties include developing and recommending budgets for all academic areas, overseeing associated funds, and collaborating across divisions to support institutional goals. The Vice President leads ongoing assessment and improvement efforts across academic programs, ensures accreditation status College-wide, and serves as the College's academic liaison.
As a spokesperson for the institution, the Vice President keeps the community informed about academic programs and opportunities - participating in college and community organizations, accepting speaking engagements, and staying current on legislative issues affecting education.
KEY RESPONSIBILITIES
Academic Leadership & Governance
- Provide strategic leadership and administrative oversight for all academic affairs, instructional programs, faculty, and academic support services.
- Serve as the College's Chief Academic Officer and a member of the President's Leadership Team, contributing to institutional planning, policy development, and strategic initiatives.
- Develop, recommend, interpret, and administer academic policies, procedures, and practices that support the College's mission and strategic priorities.
- Supervise, mentor, and evaluate academic administrators, including Deans, Division Chairs, faculty, and assigned staff.
- Chair the Academic Affairs Council and serve on College committees and councils as assigned.
- Ensure faculty qualifications and credentialing comply with Higher Learning Commission (HLC), Illinois Community College Board (ICCB), and other applicable accreditation standards.
Faculty Leadership & Development
- Foster a culture of excellence through faculty recruitment, onboarding, professional development, evaluation, and continuous improvement.
- Recommend appointments, promotions, tenure, and other faculty personnel actions in accordance with College policy and collective bargaining agreements.
Faculty Leadership & Development (continued)
- Maintain instructional policies, faculty handbooks, position descriptions, and related academic documentation.
- Collaborate with Faculty Senate and other shared governance groups to promote effective communication and institutional effectiveness.
Curriculum, Instruction & Student Success
- Provide leadership for curriculum development, academic program review, course scheduling, and instructional innovation.
- Support the development and expansion of academic programs, transfer pathways, concurrent enrollment, workforce education, and distance learning opportunities.
- Oversee the development and maintenance of the College catalog, course curriculum, official syllabi, and instructional schedules.
- Collaborate with Student Services to promote student success through academic advising, accessibility services, library services, tutoring, testing, and other academic support programs.
Assessment, Accreditation & Institutional Effectiveness
- Lead institutional assessment, academic program review, and continuous improvement initiatives that support student learning and institutional effectiveness.
- Serve as the College's academic liaison for accreditation and regulatory agencies, including HLC and ICCB.
- Coordinate institutional accreditation activities, self-studies, site visits, compliance reporting, and state and federal accountability requirements.
- Utilize assessment and institutional data to support evidence-based decision making and strategic planning.
Budget & Resource Management
- Develop, administer, and monitor the Academic Services budget in accordance with College priorities and fiscal guidelines.
- Evaluate staffing, facilities, technology, and equipment needs to support instructional excellence and student success.
- Ensure the effective stewardship of College resources and oversee inventory management for instructional areas.
Community & Institutional Engagement
- Represent the College with educational partners, business and industry, community organizations, governmental agencies, and professional associations.
- Promote and manage academic programs through community outreach, grant development, partnerships, and public engagement activities.
- Support institutional initiatives that advance the College's mission, vision, and strategic goals.
- Maintain regular and reliable attendance and perform other duties as assigned by the President.

QUALIFICATIONS
Education:
- Master's degree from a regionally accredited institution recognized by the U.S. Department of Education, Doctorate preferred.
Experience:
- Minimum of five (5) years of progressively responsible leadership experience in higher education, preferably at a community college.
- Minimum of three (3) years of senior administrative experience, preferably at a community college.
- Demonstrated experience with accreditation, curriculum development, faculty leadership, budgeting, and strategic planning.
Skills & Competencies:
- Demonstrate and promote the Mission, Vision, and Core Values of John Wood Community College.
- Demonstrated leadership skills with the ability to inspire, motivate, and develop faculty, staff, and administrators.
- Thorough knowledge of higher education administration, academic affairs, shared governance, and community college operations.
- Knowledge of Higher Learning Commission (HLC), Illinois Community College Board (ICCB), and applicable federal and state regulations.
- Strong interpersonal, communication, and relationship-building skills with the ability to collaborate effectively across all levels of the institution and with external stakeholders.
- Excellent written, verbal, presentation, and public speaking skills.
- Ability to foster a culture of continuous improvement, innovation, accountability, and student success. Demonstrated ability to lead organizational change, manage multiple priorities, and make sound, data-informed decisions.

Working Conditions:
- Work is primarily performed in a standard office environment within a higher education setting, with travel to outlying centers required as needed.

- Flexibility to work beyond regular hours, including weekends and holidays, when necessary.

Work Schedule:

SALARY:
- This is an exempt position with an estimated annual base starting salary of $130,000.00.
