7/01/2026) Funding: General Full Time/Part Time: Full-time Temporary/Permanent: Permanent Duties and Responsibilities *Serves as the Systemwide subject matter expert for complex and unique procurement requests and University procurement related policies and procedures, with a primary focus on goods and services procurements and assistance with construction related requests. *Assists in the management, direction and coordination of systemwide procurement. Formulates and assists in the formulation of University policies and procedures relating to procurement.

*Supervises and reviews the work of professional, technical personnel and provide guidance on purchasing and P-card issues. * Prepares and reviews highly complex procurement requests which include major purchase requisitions, invitations for bids, requests for proposals and other procurement actions, including emergency, sole source, and exempt procurements for compliance with applicable policies and procedures. *Confers with the Director and seeks legal advice to formulate effective recommendations to resolve major areas of uncertainty or interpretation relating to procurement policies, state and federal laws.

*Prepares and supervises drafting of contracts and other purchasing documents to insure compliance with legal requirements. *Reviews bid protests submitted by vendors, drafts protest decisions, and coordinates legal review by the University General Counsel Office if applicable. .*Prepares and supervises drafting of contractual documents granting concessions on University real property

*Advises, interprets, and/or makes decisions and/or recommendations to senior-level administrators/managers, and staff on procurement requests to ensure consistency and legality of action and compliance with established policies, procedures, and laws. *Develops and conducts periodic training of fiscal officers and other University personnel regarding State laws and University policies and procedures governing procurement. Performs special tasks in various areas, e.g., preparation of studies & recommendations to accomplish specified management objectives, development of policies & procedures relating to procurement, records management, & other functional responsibilities

Assists with the development, implementation, and maintenance of electronic systems pertaining to financial management and procurement. Coordinates with other University offices in the implementation of such systems *Serves as the liaison with Federal, State, Internal, and other auditors. Responds to all audit inquiries and prepares responses to audit findings.

Performs other duties as assigned. * Denotes Essential Functions Minimum Qualifications Possession of a baccalaureate degree in Economics, Business or Public Administration, Law, Logistics and Supply Chain Management, Accounting or related field and 6 years of progressively responsible professional experience with responsibilities for large scale procurement involving development of terms, conditions and technical specifications in the drafting of purchasing agreements; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Advancedandcomprehensiveknowledgeandunderstandingofawiderangeofdevelopingandemergingconcepts,principlesand methodologies of the assigned area of large-scale procurement of goods and services.

Comprehensiveknowledgeandunderstandingofawiderangeofprinciples,theories,federalandstate laws and systems associated with large-scale procurement of goods and services. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing, spreadsheet, presentation and database software applications. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Desirable Qualifications Administrative experience in a college or university, a governmental agency or a large private organization with specialization in procurement. Knowledge of the University's organizational structure, policies and procedures.
