Job description


Brillient is seeking an experienced Subject Matter Expert personnel to join our team supporting a federal contract in Silver Spring, MD. This position requires U.S. Citizenship or a permanent resident and the ability to obtain and maintain a Government public trust level security clearance. Candidates must have lived in the United States for at least three out of the past five years prior to your application date. You will also meet the residency qualifications if you lived abroad while on government or military duty or if you were a dependent of a federal employee of military member.
JOB DESCRIPTION:
Supports the Project Manager in coordinating and leading the process to develop procurement artifacts (Statement of Work (SOW), Performance Work Statement (PWS) Statement of Objectives (SOO), etc.) to acquire technical services and software solutions across CDRH. The Subject Matter Expert is expected to consult with stakeholders, vendors, and subject matter experts in order to identify and plan for the implementation of technical solutions.
The Subject Matter Expert shall understand both business and information technology to facilitate coordination and translation between the technical and business teams while assisting in the development of contract vehicles; and shall have knowledge of government procurement process, including managing the performance of an awarded GSA/GWAC contract exceeding an annual value of $25 million.
Specific tasks shall include, but not be limited to, the following:
Must consider the full life cycle, inclusive of initial planning through systems decommissioning. Schedule status meetings to update the management of ongoing activities, detailing the status of each task, issues, or problems requiring review, coordination, and projected completion dates for tasks and activities. Assist Technical Staff in the development of plans for procurement of IT service and equipment (hardware and software), and support resources required for integrating new system designs.
  • Identify contract options for procurement needs (SOO, SOW, BPA, IDIQ)
  • Develop NITAAC or other GWAC Statement of Work (SOW) and Request for Proposal (RFP)
  • Based on input from FDA staff and contractors define the scope and major objectives for the SOW or other contract options identified
  • Define Task Categories based on vehicle categorization
  • Define elements of each task category
  • Delineate and assist with the development of additional RFP requirements
  • Review and discuss contract cost ceilings
  • Develop a Task Order Template

EDUCATION REQUIREMENT:
Bachelor's Degree
EXPERIENCE REQUIREMENT:
At least 18 years of experience. Specialized experience in operations or management relevant to the applicable task. Excellent communication skills (verbal and written) and a demonstrated proficiency in Microsoft Windows/Office. Familiar with a variety of the field's concepts, practices, and procedures.
Considered a very high level technical expert consultant in his/her professional field of expertise, with specialized and unique capabilities to perform and/or integrate highly complex professional services in several operational, functional, or organizational areas. Provides management consulting and support, with respect to the organizational framework of the client offices to foster program improvement and sustainment. Evaluates, designs, and implements organizational strategies to maximize the potential for meeting an organization's vision, mission, and goals. Designs and conducts studies, analyses, research; provides expert professional and consulting services; and prepares presentations and recommendations relating to the operation, program, or organization. Prepares and delivers extensive reports, conducts high-level meetings and briefings, or other presentations as required. Conducts and prepares feasibility studies and strategies. Provides expert technical advice and assistance; performs in-depth conformance reviews, audits, and evaluations. May serve as a project or task leader on highly complex, time-sensitive, and important tasks. This position is normally used on a project task(s) in a temporary capacity.
