JOB SUMMARY

You are responsible for the administration and customer servicing of tax and water accounts and accounts receivable issues to ensure a high customer satisfaction level and positive image of the city are maintained. You respond to customer inquiries, maintain customer accounts, collect arrears, perform billing and assessment functions, reconcile and report financial transactions, and provide customer service in taxation, water, collections and accounts receivable. 


Branches of assignment areas include: 

  • Customer Accounts: providing first line response for all tax and water-related inquiries for the branch's phone queue.
  • Property Assessment and Payment in Lieu of Taxes (PILTs) 
  • Revenue Support
  • Water Billing and Meter Operations 
  • Collections and Cash Handling 
  • Provincial Offences Act (POA) and Administrative Penalty System (APS) Collections
EDUCATION AND EXPERIENCE

Completion of 2 year community college program in Business Administration or related field

Minimum of 3 years of customer inquiry/problem solving/collection experience dealing with customers including at least 1 year of financial experience

CERTIFICATIONS AND LICENCES
Completion of Municipal Tax Administration Program (MTAP) from OMTRA or related certification is desirable
KNOWLEDGE
  • Knowledge of fundamental finance principles
  • Basic understanding of the municipal structure, billing, and collections processes
  • Familiarity with the Municipal Act, PILT Act, Assessment Act, POA Act, Administrative Penalties System, and City By-Laws and other relevant legislation
  • Microsoft Office suite, and SharePoint (intermediate knowledge and skill)
  • Knowledge of specialized software applications used by the city for payment processing and analysis, including, such as but not limited to VTAX, SAP, ICON, CIS infinity, POD, and ORA.
  • Basic understanding of data integrity and network security
  • MFIPPA
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Ability to read, interpret, understand and explain legislation, provincial statutes, municipal by-laws and policies

  • Language Requirement: Various language requirements, locations may require English only, French only OR Bilingual competencies. Some positions require English oral, reading, and writing. Some positions required French oral, reading and writing.       
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa's satisfaction.  
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
