About this Role:
The Associate Administrative Analyst (Accounting Systems) will serve as the Fi$Cal Services Unit (FSU) Subject Matter Expert (SME) for all aspects of the DHCS' Human Resources Modernization Project (WorkDay) by supporting the design, testing, implementation, and adoption of new HR systems and processes required for FMD Accounting and FSU.
The incumbent is responsible for attending meetings and design sessions, providing input; and working with contractors, Enterprise Technology Services (ETS) and the Human Resources Division (HRD) staff to ensure that Accounting has a HR Mod system that streamlines our business processes related to labor, cost allocation, and collection/tracking of salary advances. The incumbent is responsible for table maintenance of the coding for WorkDay which requires the incumbent to independently analyze and review FI$Cal coding (new Reporting Structures, Service Locations, etc.) and requests from budget analysts, programs and Accounting staff. This position requires the incumbent to perform complex analysis and reconciliation of accounting records; participate in month-end and year-end activities; perform monthly labor distribution in the FI$Cal and WorkDay systems; and provide guidance to program staff and accounting staff regarding all aspects of accounting and Generally Accepted Accounting Principles (GAAP). The incumbent will also assist and participate in the streamlining of existing cost allocation processes as they relate to labor distribution.

This role requires 4 days in-office attendance. DHCS is situated in midtown Sacramento on the second floor of a professional office building. This position is located in East End Complex (EEC) across the street from the California State Capitol Park and the Rose Garden. The EEC is walking distance to public transportation and near various eateries.
The Fiscal Program's Financial Management Division (FMD) works to accomplish DHCS's mission through fiscal integrity, transparency, and accountability of approximately $202.7 billion annually. This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported.
