Criminal History Specialist (999-Temporary) Agency: State Bureau of Investigation Job Overview Position located in the Imaging Unit within the Information Services Division in Oklahoma City, OK. This is a grant‐funded position limited to 999 hours per year and up to 29 hours per week. The role involves the creation, maintenance, sealing and dissemination of Oklahoma Criminal History Records and federal criminal history information. Major Work Duties Performs criminal record maintenance and modifications to criminal history data, including demographic information, charges at arrests, charges filed, declinations, dispositions and sentencing data. Accurately enters or updates all demographic and arrest data retrieved from fingerprint cards. Reviews data submitted manually on fingerprint cards at the time of arrest and conducts research through various databases. Coordinates with law enforcement agencies to locate and retrieve FPCs & data to update the state repository. Contributes to the creation and development of unit standards, operating procedures and training manual. Typical Functions Enters, reviews, researches, edits, seals, expunges or deletes criminal history record information in strict accordance with state and federal laws. Performs administrative review and quality audits of criminal history and background check records. Prepares documents, detailed reports and presentations regarding criminal history records. Performs criminal history record checks by name, aliases and SSN in accordance with the Oklahoma Open Records Act and other statutes. Trains law enforcement personnel on relevant laws and proper procedures for reporting. Audits law enforcement and non‐criminal justice agencies for compliance with reporting requirements. Provides guidance for remediating audit findings. Reconciles state criminal history records with federal records, updating and automating as needed. Maintains knowledge of current practices, processes and procedures at federal and state level. Oversees implementation and coordination of federal programs such as RapBack and Mobile ID. Supervises staff. Level Descriptors Level I: Basic level; work closely supervised and clearly defined tasks. Level II: Career level; independent tasks with professional judgement. Level III: Specialist level; minimal supervision, coordination with external agencies, subject‐matter expert, training and planning responsibilities. Knowledge, Skills, Abilities and Competencies Knowledge of the criminal justice system, computer programs, basic business writing and spelling. Ability to maintain confidentiality, communicate effectively, establish working relationships. Knowledge of statutory criminal and crime reporting laws, research techniques, accurate record maintenance. Ability to use judgment, recognize policy compliance, manage time effectively. Knowledge of auditing principles and adult education principles. Ability to provide leadership, training, public presentations and expert guidance. Education and Experience Level I: Bachelor's degree or equivalent education/experience, substituting one year of professional or technical administrative experience in a criminal justice field for each year of required education. Level II: Bachelor's degree and one year experience as a criminal history specialist, or equivalent combination substituting one year of relevant experience. Level III: Bachelor's degree and three years experience as a criminal history specialist, or equivalent combination. Special Requirements Must possess or be eligible for a valid Oklahoma driver's license. Must complete necessary training and certification. Frequent travel and call‐back to irregular times; overtime may be required. Discretionary travel status. Safety‐sensitive position; must submit to drug screen, polygraph examination, psychological evaluation (for commissioned positions) and thorough background investigation. Disqualifying events: felony conviction, failure to pay taxes, positive drug test, illegal use of controlled substance within certain time frames.
