Job description

Civil Construction Inspector (Transportation & Transit Infrastructure)

Brudis & Associates, Inc. is seeking a Civil Construction Inspector to support the Construction Management and Inspection Department on the upcoming Maryland Department of Transportation (MDOT) Maryland Transit Administration (MTA) Statewide Capital Construction program. This role provides essential quality assurance and field inspection for heavy civil infrastructure components, including transit facility earthworks, structural concrete, paving, drainage, and stormwater management systems across MTA's transit network.

The successful candidate will be proposed as Key Staff on the MDOT MTA On-Call Construction Management & Inspection contract and will act as the "eyes and ears" on-site, ensuring contractors execute work in strict compliance with MDOT MTA standard specifications, project designs, and Maryland environmental regulations.  This position will work at varied locations across the state of Maryland. 

Responsibilities:

  • Field Quality Assurance: Perform continuous on-site inspection of civil construction activities including excavation, backfilling, subgrade preparation, utility installations, concrete reinforcement, formwork, and asphalt/concrete placement.
  • Environmental & ESC Compliance: Monitor project sites daily to ensure rigorous adherence to approved Erosion and Sediment Control (ESC) plans and Maryland Department of Environment (MDE) permit standards.
  • Testing Oversight & Coordination: Field-verify, witness, and document quality control testing performed by independent labs, including soil compaction, asphalt density, and plastic/hardened concrete properties (slump, air content, cylinders).
  • Daily Documentation: Author detailed Daily Inspector Reports (DIRs) detailing contractor tracking (labor, equipment, materials), progress of specific pay items, weather conditions, field measurements, and any deviations from contract plans.
  • Material Verification: Confirm all incoming civil materials are sourced from approved manufacturers and align with stamped, approved submittals before installation.
  • Maintenance of Traffic (MOT): Actively monitor contractor work zones to verify that temporary traffic control setups match approved MOT/SHA standards for public and worker safety.

Required Minimum Qualifications (MTA Key Staff Requirements):

To be approved as Key Staff for this agency program, candidates must meet the following baseline parameters:

  • Experience: Minimum of three (3) to five (5) years of progressive experience in civil construction inspection, specifically focused on heavy highway, roadway, transit, or bridge infrastructure projects.
  • Education: High school diploma or equivalent. A degree or coursework in Civil Engineering Technology or Construction Management is a plus.
  • Certifications (Highly Valued / Required for Assignment): 
    • Mid-Atlantic Region Technician Certification Program (MARTCP) certifications (e.g., Concrete, Asphalt, or Soils/Aggregate).
    • Current Maryland Erosion and Sediment Control (ESC) Certification (modern online tracking system/formerly known as the White Card).
    • American Concrete Institute (ACI) Concrete Field Testing Technician – Grade I.
  • Technical Knowledge: Strong capability to read and interpret complex civil engineering plan sets, cross-sections, profiles, structural shop drawings, and standard specifications (MDOT SHA / MTA).
  • Work Conditions: Willingness to work outdoors in active construction zones, walk on uneven terrain, and adapt to night or weekend shifts dictated by transit track outage windows.
  • Licensing: Valid driver's license with a clean driving record for traveling to statewide project sites.

Preferred Skills & Certifications:

  • Direct past experience inspecting projects for MDOT agencies (MTA, SHA, MAA) or local Maryland county public works departments.
  • Familiarity with electronic daily logging software and project management systems (e.g., e-Builder)

Salary Range:  $30.00/hr to $38.00/hr
