Brillient is seeking an experienced Subject Matter Expert personnel to join our team supporting a federal contract in Silver Spring, MD. This position requires U.S. Citizenship or a permanent resident and the ability to obtain and maintain a Government public trust level security clearance. Candidates must have lived in the United States for at least three out of the past five years prior to your application date. You will also meet the residency qualifications if you lived abroad while on government or military duty or if you were a dependent of a federal employee of military member.
JOB DESCRIPTION:
Review, analyze, transform, and extract data for use from the organization's systems to meet the business needs of the organization including testing new features, concepts, and evaluating business processes. This work will consider the Digital Transformation initiative in conjunction with Medical Device Total Product Life Cycle and organizational modernization and transformative organizational work efforts.
The Subject Matter Expert shall collaborate with business and technical teams to deliver timely and quality data. As a data analysis expert, he/she shall assist the Center in delivering quality data to the organization and formulating initiatives that improve organizational processes, robustness, and improve overall data quality.
The Subject Matter Expert shall have expert knowledge of various data analysis tools (Informatica, Oracle, SQL Queries, etc.), experience writing SQL queries, experience working with large datasets and a working knowledge of Federal data security principles and controls.
Specific tasks shall include, but not be limited to, the following:
  • Develop and implement data standards, policies, and procedures for managing data content in existing and new source systems.
  • Develop materials, processes, and technology frameworks for data quality management
  • Assist with the evaluation of new database technologies and architectures.
  • Deliver functional specifications to include workflow, business rules, data analysis, and data mapping to Project Managers and development staff.
  • Plan and conduct data profiling efforts in support of projects and enterprise data initiatives.
  • Identify trends, correlations, and patterns in complicated data sets; Identify new opportunities for process improvement.
  • Provide operational data requirements for source systems
  • Conduct gap analysis between existing databases and stated customer requirements.
  • Collaborate with Architects and Developers to estimate project impacts.
  • Extract and format data, leverage analysis and mining tools to understand and recommend data quality approaches.
  • Use IT and statistical tools to identify and evaluate the relationships between data fields and stakeholder required outcomes.
  • Investigate, define and resolve data consistencies.
  • Ensure the rigorous application of data governance, information security and information assurance policies, principles, and practices in the delivery of data management services.
  • Assisting technical staff in the development and dissemination of technical
  • documents including data requirements analyses, data design documents, and data standards manuals.
  • Assisting in the preparation of presentation materials for staff and senior management.

EDUCATION REQUIREMENT:
Bachelor's Degree
EXPERIENCE REQUIREMENT:
At least 16 years of experience. Specialized experience in operations or management relevant to the applicable task. Excellent communication skills (verbal and written) and a demonstrated proficiency in Microsoft Windows/Office. Familiar with a variety of the field's concepts, practices, and procedures.
Considered a very high level technical expert consultant in his/her professional field of expertise, with specialized and unique capabilities to perform and/or integrate highly complex professional services in several operational, functional, or organizational areas. Provides management consulting and support, with respect to the organizational framework of the client offices to foster program improvement and sustainment. Evaluates, designs, and implements organizational strategies to maximize the potential for meeting an organization's vision, mission, and goals. Designs and conducts studies, analyses, research; provides expert professional and consulting services; and prepares presentations and recommendations relating to the operation, program, or organization. Prepares and delivers extensive reports, conducts high-level meetings and briefings, or other presentations as required. Conducts and prepares feasibility studies and strategies. Provides expert technical advice and assistance; performs in-depth conformance reviews, audits, and evaluations. May serve as a project or task leader on highly complex, time-sensitive, and important tasks. This position is normally used on a project task(s) in a temporary capacity.
