JOB SUMMARY
Under the general direction of the Director of Operations or the Director's designee, performs engineering review, general project management and/or inspection work of more than ordinary difficulty on various capital projects. Work consists of but may not be entirely limited to the civil, architectural, and/or structural engineering projects as issued by the Director and involves general project management, community relations, and fiscal oversight.
EXAMPLES OF DUTIES
  • Performs related duties as required.
  • Prepares engineering capital projects and acts as projects manager for complex civil engineering projects such as sewers, drains, bridges, walls, building additions and renovations, etc.
  • Maintains fiscal oversight of capital projects including reviews of monthly progress payments, sign offs, account investigation, tracks paperwork, and brings extraordinary circumstances to the attention of superior(s).
  • Establishes and maintains community relations, responds positively to concerns of the general public, community groups and organizations, press, etc.
  • Utilizes computerized software in preparation of plans and specifications, with related skills in autocad format.
  • Reviews submittals, cut sheets, shop drawings, product Information, etc., to insure compliance with project plans and specifications, and makes recommendations to superior.
  • Insures contractor compliance with regard to federal, state and local permitting, insurance and bonding requirements.
  • Conducts project job meetings with contractor and superior(s) and Maintains minutes and records of same.
  • Insures contractor's conformance with schedule of completion for project, and forewarns superior(s) of progress complications.
  • Reviews vertical and horizontal survey data to insure contract compliance.
  • Reviews and resolves project complaints and/or seeks direction from the superior (s), and advises superior(s) immediately on any conflict which cannot be solved in a ?timely manner.
  • Supervises other clerks which are assigned to assist him/her if so directed.
  • Establishes final project punch list and close out requirements.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
  • Ability to work with individuals from diverse backgrounds.
  • Ability to undertake and assist in planning, construction management, and project inspection as required;
  • Ability to prepare project cost estimates, apply for permits, and prepare regularly scheduled reports;
  • Ability to comprehend and maintain a knowledge of City of Stamford general and technical engineering procedures and apply same to individual projects;
  • Ability to utilize computers, with special emphasis on auto cad;
  • Ability to take direction from superiors and instruct others;
  • Ability to conduct meetings, maintain and submit general and technical reports.
  • Ability to deal effectively with others.

MINIMUM QUALIFICATIONS
Associate's degree in construction technology, building science or related field and six years of related experience in building construction in capacity such as clerk of the works I or project manager, or Bachelor's degree and four years of experience or an equivalent combination of education, training and experience.
If the position is a seasonal/temporary position, it is not eligible for union benefits.
