Public Buildings Manager 4, M-2 (NY HELPS)

The New York State Department of Agriculture and Markets seeks a Public Buildings Manager 4 at the New York State Fair. The Manager is responsible for comprehensive management and oversight of public building operations, focusing on strategic planning, resource allocation, and ensuring the safety and efficiency of facilities.

Position Information
  • Strategic Planning & Resource Management
    • Develop, review, and recommend staffing levels, fiscal plans, and budget requests.
    • Conduct analytical reviews to support decision‑making.
    • Manage and oversee multiple central store units.
    • Plan and direct capital improvement projects.
  • Policy & Procedure Development
    • Create, implement, and enforce policies and procedures.
    • Establish and maintain an administrative reporting system to ensure compliance.
    • Recommend new policies and modify existing ones to address recurring issues.
  • Operational Oversight & Support
    • Direct employee training programs.
    • Assist facility managers in resolving significant problems, complaints, and emergencies.
    • Manage and approve capital construction requests, including reviewing cost estimates for building alterations and rehabilitation.
    • Develop and manage building contracts.
  • Safety & Security
    • Establish and maintain liaison with local fire and state police to optimize security and safety conditions and resource utilization.
  • Supervisory Responsibilities
    • Perform full supervisory duties, providing direct oversight to permanent and temporary hourly employees and contractors.
    • Manage staff responsible for grounds maintenance, parking operations, custodial services, and general maintenance activities at the New York State Fairgrounds.

The role is permanent, full‑time (37.5 hours per week) and located on the New York State Fairgrounds in Syracuse, NY. The starting salary for an M/C M‑2 is $103,870 per year, with potential performance advances to $131,298 per year.

Benefits

This position includes a comprehensive benefits package: health, dental, and vision insurance; NYS pension plan; paid parental leave; and paid time off (PTO). Within the first year, employees are eligible for 5 personal days, 13 vacation days, 8 sick days, and 13 paid holidays.

Qualifications
  • Seven years of experience managing an occupied building with a gross square footage of at least 300,000 sq ft, or a complex totaling at least 350,000 sq ft, including supervision of service contractors or in‑house staff (plumbers, electricians, carpenters, etc.).
  • Overall responsibility for building maintenance (including HVAC) and minor rehabilitation.
  • Expertise in at least one of the following areas: grounds maintenance, security and access control, or cleaning oversight (including sanitary requirements and inspection).
  • One year of permanent (or equivalent) service as a Public Buildings Manager 3, SG‑23 (for promotion fill) or candidate eligible under NY‑HELPS open‑competitive qualifications.
  • Degree substitution: an associate’s degree in construction management, construction technology, facilities management, engineering, architecture, business, or public administration may substitute for two years of experience; a bachelor’s degree may substitute for three years.
