Job description

DIMENSIONS/SCOPE OF POSITION: The Payroll Manager is responsible for leading and overseeing all payroll operations to ensure accurate, timely, and compliant payroll processing across the organization. This role provides strategic and operational leadership for the payroll function, manages payroll staff, ensures compliance with all applicable federal, state, and local regulations, and partners closely with Human Resources, Finance, and other departments to support organizational objectives. The Payroll Manager serves as the primary subject-matter expert for payroll processes, systems, and compliance while actively assisting with payroll processing as needed.

ESSENTIAL DUTIES/RESPONSIBILITIES:

 

  • Manage and oversee the end-to-end payroll process to ensure timely, accurate, and compliant payroll administration.
  • Review, approve, and validate payroll data for accuracy, completeness, and adherence to company policies and regulatory requirements.
  • Assist with payroll processing and provide hands-on support during payroll cycles.
  • Ensure compliance with federal, state, and local payroll, tax, wage, and hour, and labor regulations.
  • Oversee payroll tax filings, reconciliations, statutory reporting, and year-end payroll activities (e.g., W-2s, P60s, T4s, or equivalents).
  • Develop, implement, and maintain payroll policies, procedures, and internal controls to support operational efficiency and compliance.
  • Investigate and resolve complex payroll issues, discrepancies, and employee inquiries.
  • Lead payroll audits and coordinate responses to internal and external audit requests.
  • Partner with HR on new hires, terminations, compensation changes, benefits administration, leaves of absence, and employee data management.
  • Manage payroll system administration, including ADP Workforce Now maintenance, testing, upgrades, and process improvements.
  • Identify opportunities for process optimization and implement best practices to enhance payroll accuracy and efficiency.
  • Supervise, train, mentor, and develop payroll staff while fostering a collaborative and high-performing team environment.
  • Prepare and analyze payroll reports, metrics, and analytics for leadership and Finance.
  • Maintain strict confidentiality and security of payroll and employee information.
  • Other duties as assigned.

QUALIFICATIONS: 


Education and/or Experience: A bachelor’s degree in finance, accounting, or business administration is required. 


  • 7 to 10 years of progressive payroll experience required, including payroll leadership or management responsibilities.
  • Extensive experience managing payroll operations for multi-state and/or multi-entity organizations.
  • Strong experience with ADP Workforce Now and HRIS platforms required.
  • In-depth knowledge of payroll regulations, taxation, wage and hour laws, and statutory compliance requirements.
  • Experience managing payroll audits, tax filings, regulatory reporting, and internal controls.
  • Demonstrated experience leading payroll process improvements and system implementations or upgrades

 

Language Skills: Able to communicate effectively in the English language. 

Mathematical Skills: Strong analytical skills with the ability to analyze payroll data, identify trends, reconcile financial records, and interpret complex payroll information. 

 

Reasoning Ability: Proven ability to manage confidential and sensitive information. Demonstrates strong problem-solving, decision-making, and organizational skills. Ability to identify issues, evaluate solutions, and implement corrective actions effectively. 

 

Computer Skills: Must be computer-literate. Advanced Microsoft Excel skills are required. Proficiency with payroll systems. HRIS platforms and reporting tools are required, with ADP Workforce Now experience being mandatory. 

 

Certificates, Licenses, Registrations: Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) strongly preferred.

 

Other Skills and Abilities: Strong leadership, coaching, and team development skills. Exceptional attention to detail and accuracy. Excellent organizational, communication, and time management abilities. Ability to manage multiple priorities and deadlines in a fast-paced environment. Experience overseeing multiple payroll cycles, company codes, and complex payroll structures. Demonstrated commitment to customer service and continuous process improvement.
