NO RESIDENCY REQUIREMENT-SUMMER LIFEGUARDS: Due to the nationwide lifeguard shortage, residency is NOT a requirement for the seasonal lifeguard position in the City of Buffalo. Applicants from any nearby municipality are encouraged to apply. Distinguishing Features of the Class The work involves on-the-job training in the performance of duties in various area of Civil Service/Personnel administration, including position classification, specification development, job audits, examination administration, application review, canvassing/assisting with eligible list administration and certification, salary surveys and personnel policy interpretation. The work differs from the Personnel Assistant (Civil Service) in that the incumbent is required to apply complex principles of Civil Service and Personnel Administration, within the context of civil service law and rules and regulations, to matters concerning classification, certification and examinations

The work is performed under direct supervision of senior staff and/or the department head. Supervision is exercised over the work of para-professional and clerical staff. Examples of work (Illustration Only) Reviews applications for temporary, provisional, and non-competitive appointments and for examination, for compliance with minimum qualifications; confers with applicants, department heads and Civil Service administrators on applicants' eligibility for appointment or eligibility to participate in examinations; prepares reports and makes recommendations to Civil Service administrators for appeal process on same; Provides assistance in the certification of payroll or maintenance of roster records; Assists in the preparation of examinations, including the conduct of job analyses, the preparation of written test material and the development and administration of oral examinations, performance tests, evaluations of training and experience and other appropriate formats; Participates in the conduct of classification surveys, including a review of questionnaires, the interview of employees, the allocation of positions and the handling of appeals; Composes correspondence, prepares examination announcements, bulletins and memoranda; assembles test material, assists with recruiting and training monitors; orally gives candidate instructions and maintains control over test site; Assists with establishing eligible lists including the computation of seniority and veteran's credits; Assists in the maintenance of eligible lists for a large civil division or a group of smaller civil division including canvassing individuals to determine interest in position, processing of individuals and certifying to department or agencies; Provides assistance processing personnel requisitions, certificates of appointment, file maintenance records and related documentation for onboarding of new hires/personnel change updates; may participate in the conduct of classification surveys including the review of questionnaires, the interview of employees, the allocation of positions and the handling of appeals; Participates in staff meetings and conferences to assist in the establishment of operating procedures and internal policies; Performs related duties as required.

Minimum Qualifications Open Competitive: (A) Bachelor's Degree from a college or university recognized by a regional, national, or specialized agency as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education (any major), plus two years of full-time experience in personnel work* one year of which must have been in a government setting

*Personnel Work is defined as duties performed by an individual in the areas of recruitment, screening, selection procedures, administration of salary schedules, dealing with employee services, maintaining employee personnel and employment records.
