Position OverviewThe Computer System Administrator position is focused on Telecommunication/VoIP.
Under direction, performs responsible, technical work to implement, support, maintain, and manage IT systems, including server, networking, security, email, and disaster recovery. Ensure all IT services are properly maintained and upgraded, including endpoint detection response (EDR) software, backups, imaging, and patching. Partners with departments to capture requirements to establish the best method of meeting the customers' needs while maintain the enterprise architecture for existing or new systems. Employees in this job code work on complex programs and assist with a portion of the highly complex IT projects or solutions. Ability to exercise of a degree of ingenuity and technical judgment in planning and developing work methods and techniques. Assignments are given to the employee through specific requirements from the Chief Information Office and work at completion of the assigned responsibilities and duties.
Essential Duties and Responsibilities(All duties listed may not be included in any one position, nor does the list include all tasks found in a position of this class.) - Assists in design, development, implementation, and analysis of technical products and systems.
- Performs simple and routine administration design tasks with standard techniques.
- Assists more senior administrators in the preparation of plans, designs, computation methods and reports.
- Additionally, reports to a senior administrator or manager.
- Works on projects/matters of limited complexity in a support role.
- Assist in providing and coordinating server related operations and maintenance support, including supporting a variety of operating systems (Windows 2008+, Linux, Redhat).
- Knowledge of VoIP (Voice over Internet Protocol) technology with a Cisco VoIP/UCCE environment focus and Fax over IP (FoIP) solutions.
- Uses ticketing system (ManageEngine) to track system incidents.
- Work is closely managed.
- Performs related work as required.
Education and ExperienceEducation and Experience - Any combination of education and experience equivalent to: Graduation from a four-year college or university majoring in computer science or related field; considerable experience in systems and network administration; at least five years' experience
Knowledge, Skill, and Ability- A+ Certification, Network + Certification, Microsoft Certifications or related training preferred but not required.

Other RequirementsPhysical Requirements- Computer work requires manual dexterity. Employee consistently operates office machinery, such as a computer, copy machine, and computer printer. Installation work requires occasional lifting to 50 lbs. for computer and/or network units, monitors, printers and related equipment.
- The person in this position needs to move about inside the office to access files, office machinery, etc.
- Must be able to observe their surroundings and be able to traverse to job sites, other offices, etc.
- The person in this position frequently communicates in person and on the telephone with Elected Officials, contractors, employees, and the public.
Technical Certifications or Licenses Required- Must have a valid Driver's license and be insurable by the Madison County Commission's risk underwriters.
- Must be able to pass a Computer Voice Stress Analysis test, criminal background check, drug screen, and physical examination.
Preferred Qualifications- Manage Cisco Unified Communications (UC) infrastructure including CUCM, Unity Connection and Cisco IM & Presence.
- Configure and maintain SIP trunks, H.323 gateways, SRST and CUBE.
- Manage dial plans, route patterns, translation rules, calling search spaces, and device pools.
- Administer and troubleshoot collaboration endpoints, Jabber clients, TFTP services, and user provisioning via LDAP integration.
- Integrate collaboration services with Active Directory, PKI/certificate authorities, and DNS for secure authentication and service delivery.
- Provide Tier III escalation support and mentor Help Desk members on UC technologies.
