Position Overview: ย 
JSI's clients are leading the charge in bridging the digital divide, securing transformative broadband grants like Broadband Equity Access & Deployment program, American Rescue Plan Act, Middle Mile Grant Program, ReConnect and more. As these grants empower communities, ensuring meticulous post-award compliance is paramount. We are looking for a highly motivated and detail-oriented Grants Compliance Consultant to support our clients in this essential area. This role is ideal for someone passionate about contributing to significant community impact by ensuring the integrity and success of broadband initiatives through expert grant and regulatory compliance support.ย  In this role, you'll be instrumental in shaping our clients' success and contributing directly to our company's expansion. ย 
ย Post-Award Grant Compliance:
  • Advise clients on post-award grant compliance processes, ensuring meticulous adherence to all grant terms and conditions.
  • Manage financial and reporting requirements, facilitating compliance with 2 CFR 200 and other relevant regulations across various award programs and agencies.
  • Develop and implement robust compliance frameworks, including internal controls, monitoring procedures, risk mitigation strategies and policies.
  • Serve as a client's primary point of contact for grant-relatedย  inquiries, providing documentation and demonstrating compliance.
Telecom Regulatory Compliance
  • Stay abreast of evolving federal and state telecommunications regulations.
  • Prepare and submit accurate regulatory filings and compliance reports on behalf of our broadband providers
  • Serve as a liaison with regulatory agencies, addressing inquiries and representing the company's interests
  • Provide guidance and training to internal teams on regulatory matters.
Client Support & Education
  • Build strong relationships with clients, serving as their trusted advisor on both post-award grant compliance and telecom regulatory matters.
  • Provide expert guidance and support to clients throughout the grant lifecycle and regulatory compliance processes, ensuring they understand and fulfill their obligations.
  • Develop and deliver educational resources (webinars, training sessions, written materials) to enhance client understanding of post-award compliance requirements and telecom regulationsย 
  • Conduct in-depth research on federal and state regulations specific to broadband deployments and award funding requirements.ย 
Internal Collaboration & Solutions:
  • Work closely with internal teams (legal, finance, project management) to ensure seamless coordination across all grant-related activities and regulatory compliance efforts
  • Stay informed on evolving grant compliance regulations and best practices, sharing knowledge and insights with the team.
  • Contribute to the development and refinement of internal grant compliance policies and procedures.
  • Participate in team meetings, offering creative solutions to regulatory and funding challenges. Work across teams to find and implement innovative solutions in response to complex regulatory challenges.
Communicate Clearly & Take Initiative
  • Prepare and deliver compelling presentations, advisories, and communication strategies.ย 
  • Prepare presentations and client advisories on new regulations, actively participating in brainstorming sessions to develop effective communication strategies.ย 
  • Embrace additional duties and support projects that propel our department toward its goals. Leverage your experience to identify areas where you can take initiative and contribute unique perspectives.
  • Bachelor's degree required.
  • 2-5 years of professional experience in a combination of grant management, compliance, and telecommunications regulatory affairs, ideally working for a grant recipient.
  • Working knowledge of state and federal broadband grants programs.
  • Demonstrated expertise in post-award grant compliance, including experience with 2 CFR 200 / Uniform Guidance.ย 
  • Knowledge of telecom regulatory compliance, including experience with:ย 
    • Federal Communications Commission (FCC) regulations and filings
    • Universal Service Administrative Company (USAC) programs and compliance
    • State Public Utility Commission (PUC) or Public Service Commission (PSC) regulations and interactions
  • Strong leadership and management skills.ย 
  • Laser-focused attention to detail and a passion for exceptional client service.
  • Excellent verbal and written communication skills.ย 
  • Proficiency in Microsoft Office Suite, SmartSheets, and Adobe Acrobat.ย
