Senior Technical Project Manager

Location: Woodlawn, MD (100% Onsite – 5 Days/Week)
Clearance: Must be eligible to obtain and maintain a Public Trust Clearance

Overview

We are seeking a Senior Technical Project Manager with a strong software engineering background to lead complex software development, cloud modernization, and infrastructure transformation initiatives. The ideal candidate began their career as a Software or Systems Engineer, progressed into technical leadership, and now manages highly technical engineering teams and enterprise technology projects.

Responsibilities
  • Lead end-to-end delivery of software development, cloud migration, and infrastructure modernization projects.
  • Partner with architects, developers, DevOps, and business stakeholders to define technical solutions and project roadmaps.
  • Manage project scope, schedules, budgets, risks, dependencies, and resources.
  • Drive Agile delivery using Scrum, Kanban, or similar methodologies.
  • Ensure projects follow SDLC best practices, security standards, and compliance requirements.
  • Communicate project status, technical risks, and executive updates to technical and business leadership.
Required Qualifications
  • 10+ years of experience managing highly technical software development or infrastructure projects.
  • 12–20 years of overall IT experience preferred.
  • Career progression from Software Engineer or Systems Engineer into Technical Lead and Technical Project/Program Manager.
  • Proven experience leading cloud modernization or enterprise transformation initiatives.
  • Strong understanding of SDLC, system architecture, Agile methodologies, and DevOps.
  • Experience using Jira, Azure DevOps, and/or Microsoft Project.
  • Excellent communication and stakeholder management skills.
  • Experience working with cross-functional engineering teams, including architects and developers.
  • Bachelor''s degree with 7+ years of relevant experience, Master''s degree with 5+ years, or 13+ years of equivalent experience.
  • Ability to obtain and maintain a Public Trust Clearance.
  • Ability to work onsite in Woodlawn, MD, five days per week.
Preferred Qualifications
  • PMP, PMI-ACP, or Certified ScrumMaster (CSM).
  • Experience supporting federal government or government contracting environments.
  • Hands-on knowledge of AWS, Azure, or Google Cloud.
  • Experience with Snowflake, Databricks, Spark, Hadoop, or Redshift.
  • Familiarity with Docker, Kubernetes, CI/CD, Terraform, Ansible, Git, and modern DevOps practices.
  • Knowledge of security and compliance frameworks such as NIST, FedRAMP, HIPAA, or GDPR.
