The IT Project Manager role exists within the IT PMO Services division of Technology Solutions. This role reports to the PMO Manager and is responsible for providing administrative, project management, and solution support to ensure satisfactory customer service. IT Project Managers assigned to the IT Project Management Office deliver all assigned projects from initiation to closure, ensuring the solution meets the strategic objectives of the project and that the project scope is delivered according to the approved business case. The Senior IT Project Manager helps establish support priorities, coordinates between various departments and stakeholders, and assists in overseeing and maintaining a portfolio of IT projects. Additional duties include managing large and complex technical projects, attending meetings, providing executive status reports, and supporting other PMO staff to accomplish project deliverables.

Manage daily project activities for large, complex IT projects by ensuring use of project management best practices as outlined in the PMBOK; develops a detailed project schedule to monitor progress and completion of tasks assigned to various project staff, both internal and external to the City; functionally supervise all project team members. Assists in defining the project scope and objectives and ensuring technical feasibility. Provide direct project management by communicating with various stakeholders and project teams via telephone, email and project team meetings; resolve project issues when identified; adjust project plans when necessary. Ensure resource availability and allocation. Provide accurate reporting to the Technology Solutions PMO Manager and Technology Solutions Senior Leadership. Ensure the maintenance of key dashboards for internal and external reporting. Provide recommendations to ensure projects stay on track according to established project schedules.

Duties/Responsibilities
  • Serves as Project Manager over complex enterprise software, hardware, network, and technically difficult projects; supports other PMO staff as a subject matter expert; validates deliverables associated with the approved business case; provides recommendations to improve division policies and procedures; identifies and mitigates project risk; and performs quality assurance duties.
  • Secures internal and external resources for the project; coordinates the Request for Proposals (RFP) process, including vendor selection; negotiates contracts with vendors, as assigned; and develops project schedules and manages to achieve deadlines.
  • Prepares, reviews, and maintains reports, plans, presentations, and other documentation; researches, analyzes, reviews and approves information; develops and implements recommendations; and ensures compliance with project contracts and applicable regulations, policies, and procedures.
  • Manages expectations, facilitates change requests, monitors and controls deliverables, and keeps project stakeholders informed through regular project status reports and other communication channels (e.g., stand up meetings, weekly newsletters, quarterly summary reports).
  • Coordinates with vendors, City departments, and/or external agencies; attends and facilitates meetings; provides user support and training, as assigned; assists with developing operational policies and procedures; and assesses client or department needs.
  • Manages an assigned budget; monitors and approves expenditure; evaluates needs and allocates/requests resources; prepares cost estimates; researches and analyzes data and reviews the work of others; and makes and approves budget-related recommendations in area of assignment.
  • Archives project deliverables and other documents; validates end user acceptance of the solution; and ensures that the expected business value is achieved for the City.
Minimum Qualifications & Experience
  • Bachelor’s degree in computer science or a directly related field
  • Five years of professional information technology experience in area of assignment 
  • Project Management Professional (PMP) certification

  • Five years of project management experience
  • Demonstrated understanding of product management, solution development, City of Durham workflow, and center of excellence knowledge
  • Master’s degree in business administration or other related business field
