Job description

Apogee has an exciting new opportunity for a Systems Engineer supporting the Strategic Warning and Surveillance Systems Division (SZQ) Shared Early Warning Systems Program Office. The Shared Early Warning System provides reliable, accurate warning information 24 hours a day, 7 days a week, and 365 days a year to U.S. and partner stakeholders. SEWS must provide exceptional reliability to detect and warn U.S. and partner nations against pending attacks. SEWS operates by combining multiple systems-Theater Event System, Tactical Receive Suite radios, Radiant Mercury (RM), and Global Command and Control System - Joint (GCCS-J) tactical displays-to detect, process, and disseminate missile warning information. To ensure performance and protect information at appropriate levels, the system uses communications security devices and robust cybersecurity practices, including Risk Management Framework (RMF) compliance. The SEWS Systems Engineer will improve the architectural design and equipment, thereby providing enhanced mission capabilities (i.e., improving coverage, integration with defense systems, and radar integration). Foreign customer arrangements are negotiated with individual countries on a bilateral basis. To enhance mission capability the SEWS program tests: the Integrated Broadcast Service (IBS) migration to Common Interactive Broadcast (CIB), GCCS software upgrades, mandatory crypto upgrades, SEWS integration with various radar systems, and the transition to a full IP architecture. To support the increased requirements of an IP-based architecture, SEWS constantly strives to upgrade network capabilities and ensure equipment configurations are optimized. SEWS utilizes Federally Funded Research and Development Centers (FFRDC), Engineering and Technology Acquisition Support Services (ETASS), and Advisory and Assistance Services (A&AS) contractors to support design, development, and acquisition of a common SEWS architecture to enhance the mission capability of existing and future partners. This is a full-time opportunity out of Peterson Space Force Base in Colorado Springs, CO. This position is authorized for 60% telecommuting for local candidates. This is subject to change per the customer's discretion. Responsibilities * Provide technical expertise in the identification, evaluation, preparation and maintenance of architecture, to include networks, and opportunity handling approaches, mitigation plans, and opportunity exploitation plans while monitoring prime contractor activities in the SEW PO * Support the definition, planning, organization, network engineering and opportunity management efforts across executing SEWS Task Orders as well as for the activities associated with US Space Force Acquisitions * Assess and manage resources in projects and project activities for Space Systems Command SEWS Program Office * Participate in all engineering activities required to deliver mission-critical infrastructure and ensure the highest levels of availability, performance and security for SEW data delivery * Support engineering efforts in all aspects of networking activities to include resources, configuration management, changes in networks and information systems as needed at Peterson Space Force Base, CO, and other partner locations as needed. * Review and collaborate on engineering changes and coordinate with change owners and technical leads * Prepare technical responses and briefings in support of individual partner nation technical exchange meetings and Communications and Interoperability Working Groups, via VTC, telecom or in-person meetings. * Prepare technical agendas, slide presentations, and invite attendees * Coordinate with the SEWS Program Office Leadership and Chief Engineer to evaluate the effectiveness of the engineering changes and network management processes and procedures * Inform and advise higher-level management on critical project changes and mitigations * Manage and monitor all installed systems, infrastructure and communications networks * Ensure the highest levels of systems and infrastructure availability through improved network and communications architecture * Participate in the review and approval process for all Change Requests, Configuration Control Boards, Design Reviews, Joint Engineering Review Boards (JERBS) * Monitor the configuration, installation, testing and maintenance of operating systems, application software and system management tools * Participate in planning for program office involvement for exercises in support of partner requirements * Support installation, configuration, testing and maintenance of operating systems, application software and system management tools * Pro-actively ensure the highest levels of systems and infrastructure availability * Identify, evaluate and provide solutions for issues in PO engineering processes, including design of systems, hardware, software and network upgrades, and system maintenance * Liaise with vendors and other IT personnel for problem resolution Qualifications Minimum Requirements: Citizenship: US Citizenship is required Clearance: Active Secret with ability to obtain a Top Secret clearance Education: High school diploma Years of Experience: 10 or more years of experience in Missile Warning/Command and Control Systems Preferred Qualifications: Clearance: Top Secret
Education: Bachelor's Degree Years of Experience: 5 or more years of experience in Missile Warning/Command and Control Systems; OR, * Master of Science in Engineering or related discipline with 2 or more years of experience in Missile Warning/Command and Control Systems Additional Experience: * Network Engineering Background * Product Life-cycle Management tool experience - prefer ARAS tool familiarization * Familiarity with Missile Defense Agency (MDA) - Policy, procedures, and systems architecture * Familiarity with Foreign Military Sales Experience to include ITAR policy * Familiarity with interface control documentation Additional Information: Location: Peterson Space Force Base in Colorado Springs, CO. Hybrid: The position is authorized for 80% Telework - this is subject to change upon customer discretion. * All classified activities will be conducted in the SEWS office, Adhoc taskings based upon customer/leadership requirements Travel: Travel may be required a minimum of 10% of the time (2-4 weeks per year) Pay Range USD $130,000.00 - USD $145,000.00 /Yr.
