Position Overview

We are seeking an experienced IT Senior Consultant - Strategy Management to support strategic planning, governance, and stakeholder engagement initiatives for a federal IT organization. The ideal candidate will have extensive experience in IT strategy management, enterprise governance, and data-driven decision-making within CBP/DHS or other federal agencies. This role is responsible for strengthening stakeholder relationships, supporting strategic initiatives, developing executive‑level reporting, and maintaining strategic data management and visualization solutions.

The successful candidate will leverage expertise in Power BI, strategic planning, governance frameworks, and data analytics to provide actionable insights that support organizational objectives and executive decision‑making.

Key Responsibilities
  • Support the development, execution, and continuous improvement of the organization’s IT Strategic Plan.
  • Build and maintain strong relationships with business stakeholders, executive leadership, and technical teams to ensure strategic alignment.
  • Support and enhance the Trusted Partner Program by improving collaboration and communication across organizational stakeholders.
  • Collect, manage, curate, and analyze enterprise strategic data to support leadership reporting and decision‑making.
  • Develop and maintain executive dashboards, scorecards, and performance metrics using Microsoft Power BI and related visualization platforms.
  • Design, develop, and enhance enterprise data visualization solutions to improve transparency and operational awareness.
  • Maintain and enhance the Strategic Traceability Hub and associated reporting tools.
  • Support CBP/DHS IT policy development, governance documentation, and strategic planning initiatives.
  • Analyze strategic initiatives, organizational performance metrics, and key performance indicators (KPIs) to identify improvement opportunities.
  • Produce executive briefings, reports, presentations, and strategic recommendations for senior leadership.
  • Collaborate with technical and business teams to ensure strategic initiatives align with organizational goals.
  • Support portfolio management, governance reviews, and strategic planning activities.
  • Ensure compliance with DHS and CBP policies, standards, and governance requirements.
  • Assist in identifying risks, dependencies, and mitigation strategies for strategic initiatives.
  • Participate in continuous process improvement initiatives that enhance organizational effectiveness.
Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Information Systems, or a related field.
  • Minimum 8 years of experience in IT strategy management, enterprise governance, strategic planning, or management consulting.
  • Demonstrated experience supporting CBP, DHS, or other Federal Government agencies.
  • Strong knowledge of IT strategic planning, governance frameworks, and organizational performance management.
  • Extensive experience with Microsoft Power BI, dashboard development, and executive reporting.
  • Experience with enterprise data analysis, business intelligence, and data visualization.
  • Experience developing executive presentations, reports, and strategic documentation.
  • Strong understanding of performance metrics, KPIs, and strategic measurement methodologies.
  • Excellent analytical, communication, and stakeholder management skills.
  • Ability to translate complex technical information into executive‑level presentations and recommendations.
Preferred Qualifications
  • Master's degree in Information Technology, Business Administration, Public Administration, or a related discipline.
  • Experience supporting DHS strategic initiatives, IT governance boards, or enterprise portfolio management.
  • Knowledge of Federal Enterprise Architecture (FEA), ITIL, COBIT, or other governance frameworks.
  • Experience with SharePoint, Microsoft 365, Power Platform, SQL, or Azure data services.
  • Familiarity with Agile project management methodologies.
  • PMP, ITIL, CBAP, or similar professional certifications are highly desirable.
