Health IT Project Manager

Salary Range: $110,000.00 To $130,000.00 Annually

Wichita Tribal Enterprises (WTE), A Quivera Company, is seeking a Project Manager to support Indian Health Service (IHS) modernization initiatives serving American Indian and Alaska Native communities. This position provides project management leadership for multiple cross-functional modernization efforts, ensuring alignment with strategic objectives, contractual requirements, and federal program priorities.

The Project Manager is responsible for coordinating project activities, facilitating collaboration among stakeholders, managing schedules, risks, communications, and deliverables, and ensuring projects remain on track throughout the project lifecycle. Working in an advisory and facilitative capacity, this role partners closely with Federal Leads, the prime contractor, and cross-functional teams to support successful project execution while maintaining adherence to established governance, reporting, and quality standards.

As a subcontractor supporting the prime contractor, Wichita Tribal Enterprises requires this position to maintain strong communication, collaboration, and compliance with prime-led management processes and reporting requirements.

Key Responsibilities
  • Lead multiple concurrent modernization projects and initiatives supporting Indian Health Service programs.
  • Coordinate cross-functional teams to ensure successful execution of project objectives, deliverables, and milestones.
  • Balance short-term project execution with long-term strategic priorities.
  • Foster collaboration among business, technical, operational, and client stakeholders.
  • Build and maintain strong working relationships with Federal Leads, project teams, subcontractors, and client representatives.
Project Planning & Execution
  • Develop, maintain, and monitor comprehensive project plans utilizing Work Breakdown Structures (WBS).
  • Establish project baselines, milestones, schedules, and resource requirements.
  • Track project progress and ensure alignment with Integrated Master Schedule (IMS) requirements.
  • Monitor project scope and proactively manage scope changes to minimize schedule and budget impacts.
  • Validate project progress and ensure schedules remain accurate, realistic, and actionable.
Risk, Issue & Quality Management
  • Identify, assess, document, and communicate project risks and issues.
  • Develop mitigation strategies and elevate concerns to program leadership and Federal stakeholders when appropriate.
  • Ensure project quality standards and performance expectations are consistently achieved.
  • Support continuous process improvement initiatives to improve project delivery and operational effectiveness.
Stakeholder Communication
  • Plan, facilitate, and lead recurring project meetings, working sessions, and status reviews.
  • Develop agendas, document meeting outcomes, assign action items, and ensure timely follow-up through completion.
  • Prepare executive-level briefings, project status reports, dashboards, and performance metrics.
  • Communicate schedule impacts, dependencies, resource constraints, and mitigation plans to project leadership.
Governance & Compliance
  • Apply PMI project management best practices throughout the project lifecycle.
  • Ensure compliance with contractual requirements, federal policies, and program governance standards.
  • Support reporting requirements established by the prime contractor and Federal client.
  • Maintain project documentation and records in accordance with organizational and client requirements.
Required Qualifications
  • Bachelor's degree from an accredited college or university.
  • Active Project Management Professional (PMP) certification.
  • Minimum of 6–10 years of project management experience.
  • Demonstrated experience managing multiple concurrent projects or programs.
  • Experience developing and managing project schedules utilizing Work Breakdown Structures (WBS) and Integrated Master Schedules (IMS).
  • Experience managing project risks, communications, deliverables, performance metrics, and reporting.
  • Strong leadership and team coordination skills across multidisciplinary environments.
  • Excellent written, verbal, presentation, and facilitation skills.
  • Ability to work independently in a fast-paced, deadline-driven environment.
  • Experience briefing executive leadership and senior stakeholders.
  • Ability to obtain and maintain a Federal Public Trust or other required federal suitability/background investigation.
  • Valid driver's license.
  • Ability to lift up to 25 pounds.
  • Willingness to travel approximately 10–15% as required.
Preferred Qualifications
  • Experience supporting Indian Health Service (IHS) or other federal healthcare modernization initiatives.
  • Experience with Electronic Health Record (EHR) systems or healthcare information systems.
  • Experience supporting federal digital modernization or enterprise transformation programs.
  • Experience working in a federal government or government contracting environment.
  • Familiarity with federal project governance, policies, compliance requirements, and reporting standards.
  • Experience collaborating with prime contractors on large federal programs.
  • Experience working with modernization-focused cross-functional teams.
