Job description

The Technical Program Manager 3 - BI & Analytics is a master-level professional role responsible for the end-to-end success of Business Intelligence and Analytics programs. This position partners with product managers, development managers, data engineers, architects, and key business stakeholders to ensure solutions meet quality expectations across timeline, cost, architecture, and performance.

In this role, the incumbent leads the planning, delivery, and continuous improvement of complex, enterprise-scale BI and analytics solutions - including data warehouses, ETL/ELT pipelines, semantic models, and reporting platforms. Programs managed are broad in scope, often unprecedented in approach, and carry significant global impact to the organization's operations and decision-making capabilities.

A defining dimension of this role is the ability to serve as a trusted liaison between technical delivery teams and business partners - translating analytical needs into executable technical strategy, and ensuring the BI team consistently delivers measurable, mission-aligned value.

Note: This is a 5-year, fixed-term position.

  • Bachelor's degree in related field or equivalent professional experience
  • Eight years of technical program or project management experience. This experience should be in areas pertinent to the organization's IT directions - i.e. java development, network engineering, infrastructure development, etc. including six years is a management or leadership role with responsibilities for project management
  • Relevant hands-on experience as a software developer, network engineer, systems engineer or security analyst  
  • Track record of executing complex projects - particularly enterprise-level applications  
  • Excellent verbal, written, and presentation communication skills  
  • Demonstrated ability to build collaborative relationships  
  • Ability to negotiate and positively influence people at all levels of the organization  
  • Excellent analytical skills  
  • Ability to think critically and decompose complex problems into coherent technology strategy and solutions. Strong, broad technical background required  
  • Solid understanding of architectural and system concepts  
  • Project planning, organizing, communication, team motivating and delegating skills.  
  • Goal-oriented, action-focused, pragmatic and self-disciplined

BI & Analytics Program Leadership

  • Lead end-to-end delivery of Business Intelligence and Analytics programs, from requirements gathering through deployment and adoption.
  • Define scope, tasks, priorities, and delivery milestones across the BI program portfolio, ensuring alignment with business strategy and organizational KPIs.
  • Provide continuous assessment of program risks, dependencies, and mitigation strategies; proactively surface blockers to senior leadership.
  • Champion development processes, data governance standards, and engineering best practices across BI and analytics workstreams.
  • Lead program reviews to assess schedule adherence, solution architecture quality, and process compliance.

Technical Direction & Oversight

  • Maintain a working understanding of the full BI/Analytics technical stack to credibly guide engineering teams and evaluate architectural trade-offs, including:
  • Data modeling (dimensional, normalized, and hybrid approaches)
  • ETL and ELT pipeline design, orchestration, and optimization
  • Cloud data warehousing platforms (e.g., Snowflake, BigQuery, Redshift, Synapse)
  • dbt (data build tool) for transformation layer management, testing, and documentation
  • DAG-based workflow orchestration (e.g., Apache Airflow, Prefect, or equivalent)
  • Scheduled jobs, dependency management, and pipeline monitoring strategies
  • BI semantic and reporting layers, dashboarding, and self-service analytics tooling
  • Partner with data architects and senior engineers to validate solution design, ensure scalability, and uphold data quality standards throughout the delivery lifecycle.
  • Evaluate and guide the adoption of emerging BI/analytics technologies that align with the organization's IT direction. (Databricks)

Team Leadership & Development

  • Drive the BI team to consistently deliver on commitments by establishing clear ownership, fostering accountability, and removing organizational impediments.
  • Work with Solution Manager and functional managers to identify and onboard appropriate data engineers, analytics engineers, and other team members for program workstreams.
  • Participate in iteration and release planning alongside development team leadership, balancing technical debt, new capability delivery, and business-priority sequencing.
  • Cultivate a team culture centered on data quality, continuous improvement, and delivering analytics solutions that are trustworthy, well-documented, and easily maintained.

Business Partner Relationship Management

  • Act as the primary point of accountability for business Product stakeholders, translating BI/Data Analytics goals and analytical needs into well-scoped program requirements.
  • Build and maintain trusted relationships with the business and partners across the Portfolio; establish a communication cadence that drives transparency, manages expectations, and builds confidence in the BI team's delivery capability.
