The Change Manager leads organizational change initiatives supporting the implementation and adoption of enterprise Software-as-a-Service (SaaS) project management and business process platforms. This role develops and executes change management strategies that promote stakeholder engagement, user adoption, and successful implementation across the organization. The Change Manager works closely with executive leadership, business units, technical teams, and end users to assess organizational readiness, streamline business processes, coordinate communications and training, manage resistance to change, and support the successful deployment and continuous improvement of enterprise systems.
Requirements
Qualifications and Skills
  • Bachelor's degree in architecture, engineering, construction, project management, or a related field. This requirement may be waived with five or more years of direct vertical construction industry experience.
  • At least 5 years of project management, project controls, or project cost controls experience.
  • Experience supporting capital programs, construction management, facilities management, or public sector organizations.
  • Experience with project controls tools and platforms, including EcoSys, Oracle, Microsoft Excel, or comparable systems.
  • Experience with project controls activities, including planning, budgeting, forecasting, cost management, scheduling, and integrating these functions into technology platforms.
  • Experience configuring PMIS tools, performing system integrations, and developing reports and dashboards.
  • Experience with workflow configuration, business process automation, enterprise reporting, or low-code/no-code platform administration.
  • Experience working in cross-functional teams consisting of software developers, solution architects, business analysts, QA/testers, and implementation specialists.
  • Oracle Primavera Unifier experience preferred.
  • Contractor or construction industry experience preferred.
  • PMP, CSM, PMI-ACP, CBAP, ITIL Foundation, CCMP, or comparable implementation, Agile, project management, or change management certification preferred.

Responsibilities and Duties
  • Develop and execute organizational change management strategies supporting the implementation and adoption of enterprise SaaS project management and business process platforms.
  • Collaborate with project and technical teams to support the successful rollout of systems such as Oracle Primavera Unifier, Kahua, EcoSys, Procore, and similar enterprise platforms.
  • Assess organizational readiness, stakeholder impacts, business process changes, and adoption risks throughout the implementation lifecycle.
  • Analyze client and stakeholder needs to develop tailored solutions that support complex capital programs, project controls, and business process requirements.
  • Design and configure PMIS solutions, including workflows, integrations, reporting, and dashboards, to align with client and project requirements.
  • Facilitate workshops and working sessions to evaluate current-state processes, define future-state workflows, and identify opportunities for process improvement.
  • Develop stakeholder engagement, communication, training, and user adoption plans for affected departments and user groups.
  • Support earned value management, cost management, forecasting, and schedule performance reporting within project controls environments.
  • Review project schedules, perform critical path analyses, identify schedule-related issues, and recommend corrective actions based on project execution goals.
  • Coordinate communications and training related to system implementations, process changes, deployment milestones, and organizational impacts.
  • Conduct site walks, as required, to validate project progress and support preparation of monthly reporting packages for project teams.
  • Identify and address resistance to change through targeted stakeholder engagement, communications, leadership alignment, and adoption support.
  • Collaborate with project managers, business analysts, solution architects, developers, testers, and implementation specialists to integrate change management activities into overall project delivery.
  • Support system testing, pilot programs, deployment readiness, go-live activities, post-implementation stabilization, and continuous improvement efforts.
  • Track stakeholder engagement, training completion, adoption metrics, user feedback, project controls performance indicators, and other measures of implementation effectiveness.
