Job description

Responsibilities
The Technology Director, a leader in architecture, technology strategy, and delivery for the County of San Diego (CoSD). This role requires an architecture leader with hands-on experience in enterprise architecture, cloud platforms, cybersecurity, AI/automation, and large-scale technology modernization.
Key Responsibilities
Team Leadership & Oversight:
  • Lead and manage the architecture team, provide guidance, performance management, and prioritizationMentor team members and foster a high-performance culture.

Architecture Strategy & Direction:
  • Partner with the chief technology and security officers to develop and execute enterprise architecture strategy and technology roadmaps. Govern technical standards across applications, data, integration, infrastructure, security, and AI/automation.

Solution Design & Delivery:
  • Oversee delivery of architectural solutions aligned with approved standards and business requirementsTranslate business objectives into scalable, secure, and future-ready architecture designs.

Architecture Quality Assurance:
  • Review architectural deliverables for accuracy, consistency, and compliance prior to submission. Enforce architecture patterns for cloud-native development, API-first design, microservices, and containerization.

Enterprise Architecture Governance:
  • Participate in governance meetings, track action items, and ensure all decisions are documented Establish guardrails for low-code/no-code development, automation platforms, and AI-assisted workflows

Technology Standards & Roadmap:
  • Support development and maintenance of enterprise technology roadmaps, IT standards, and guiding principlesGuide technology selection across platforms, cloud providers, databases, and AI/ML ecosystems.

Project Architecture Oversight:
  • Provide architectural oversight across all IT projects throughout the project lifecycle. Balance resources across concurrent initiatives to ensure on-time, on-budget delivery.

Stakeholder & Business Engagement:
  • Engage with stakeholders to deliver architectural solutions that address business needs. Provide executive-ready briefings, architectural reviews, and decision-support artifacts

Emerging Technology & Innovation:
  • Monitor emerging technologies and evaluate applicability to public-sector modernization. Govern enterprise AI model lifecycle including risk controls, compliance, and auditability.

Cross-Functional Collaboration:
  • Ensure architectural decisions and standards are clearly communicated and consistently applied across IT teams. Partner with cybersecurity leadership to implement zero-trust principles and NIST-aligned technical controls

Qualifications
Basic Qualifications
  • 18+ years in enterprise architecture, solution design, and technology strategy across applications, data, integration, infrastructure, and security
  • 10+ years managing technical teams with proven ability to mentor and build high-performing teams
  • Hands-on experience with modern frameworks including cloud-native architecture patterns, micro-services design, API-led connectivity, and platform-based architecture methodologies
  • Proven ability to manage multiple concurrent initiatives and ensure on-time, on-budget delivery
  • Ability to deliver executive-ready briefings, architectural reviews, and decision-support artifacts
  • Financial management experience to include budget planning and performance analytics.
  • Strong written and verbal communication skills to include preparing executive-level presentations.
  • Experience supporting State and Local Government with knowledge of government IT modernization and large-scale transformation
  • Ability to work on-site/hybrid within San Diego County
  • Must be a US Citizen.

Preferred Qualifications
  • Bachelor's degree in Computer Science, IT, Engineering or related field
  • Strong knowledge of zero-trust principles, NIST 800-53, and CJIS requirements
  • Experience with cloud-native development, API-first design, micro-services, containerization, and multi-cloud strategies across AWS Well-Architected Framework and Azure
  • Experience with AI/ML ecosystems, automation platforms, and AI model life-cycle management including risk controls and compliance

Target Salary Range
$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
