Position Summary

The Senior Technology Business Management Analyst (STBMA) supports the Program Management Office Support Services functional line for the Hill CEDC IT Operations & Maintenance contract at Hill AFB by providing TBM financial analysis, procurement lifecycle support, and business process integration. This role develops cost models, supports budget planning, prepares financial and procurement documentation across 2,000+ servers, 250+ applications, and multiple enclaves, and ensures technology investments and lifecycle decisions are aligned with mission needs. The STBMA also supports Configuration and Change Management, ITSM operations, and Program Management by ensuring financial, operational, and technical requirements are accurately captured and traceable.

Responsibilities

  • Support TBM financial modeling, cost transparency, forecasting, and budget planning.
  • Assist in developing the Annual Data Center Obligation Report and Annual Spend Plan for services, commodities, and technology investments.
  • Identify End‑of‑Life and End‑of‑Support hardware, software, and maintenance requirements.
  • Develop Bills of Material and conduct market research, vendor quote collection, and Brand Name Justification development.
  • Prepare and support Preliminary Design Review and Critical Design Review packages and presentations.
  • Track procurement actions through submission, vendor coordination, delivery verification, and alignment with configuration changes.
  • Document and validate business and technical requirements supporting enterprise IT operations.
  • Translate operational needs into actionable requirements for technical teams and support workflow mapping and process improvement.
  • Analyze proposed changes for financial impact, operational alignment, and lifecycle implications.
  • Prepare financial analyses, requirements documentation, and decision briefs for Program Management and stakeholder engagements.
  • Maintain organized documentation for financial models, requirements, procurement actions, and audit evidence.
  • Support internal and external audits by preparing traceability records and compliance documentation.
  • Clearly and effectively communicate with SMEs, teams and functional line leads.
  • Ensure all documentation is timely and meets accuracy, completeness, and auditability standards.

Minimum Qualifications, Knowledge, Skills, and Abilities

  • Bachelor’s degree in Information Systems, Business Administration, Finance, Engineering, or related field.
  • 5+ years of experience in TBM, financial analysis, business analysis, or technology lifecycle planning.
  • Experience developing financial models, spend plans, or procurement documentation.
  • Understanding of enterprise IT operations (systems, networks, storage, virtualization).
  • Experience supporting Configuration and Change Management or ITSM processes.
  • Strong analytical skills with the ability to interpret financial and operational data.
  • Proficiency with financial and documentation tools (Excel, Power BI, SharePoint, Confluence).
  • Familiarity with Agile methodologies.
  • Ability to obtain and maintain a Secret clearance.
  • Ability to pass a pre‑employment drug screen and background investigation.
  • U.S. citizenship required.

Preferred Qualifications

  • Master’s degree in Information Systems, Business Administration, Finance, or related discipline.
  • ITIL Foundation or ITIL Managing Professional certification.
  • Experience supporting DoD data center operations or enterprise IT programs.
  • Experience with workflow automation or process modeling.

Working Conditions / Environment / Physical Demands

  • Position is performed on‑site at Hill AFB, Utah, in a secure professional environment.
  • Standard work schedule is Monday–Friday during normal business hours, with occasional evening or weekend work to meet critical deadlines.
  • Core duty hours: Monday–Friday, 0600–1800 MST.
  • Work involves extensive computer and secure network use, including prolonged periods of sitting and screen time.
  • Requires independent work with minimal supervision, as well as collaboration with cross‑functional teams, subcontractors, and Government stakeholders.
  • Occasional travel may be required for customer meetings, training, or program reviews.
