About the Role:

We are seeking a Technical Project Manager to join the Integrated Strategies team, supporting complex, multi-stakeholder technical initiatives focused on workforce development, labor market data systems, and federal/state/local partnerships.

This role will primarily manage the execution of research, technical, and data projects for the Integrated Strategies team—including high-profile initiatives such as Tulsa’s designation as a Tech Hub and the creation of a Labor Market Observatory (LMO). The TPM may also support additional Integrated Strategies project management needs as they arise, particularly those that strengthen workforce, data infrastructure, and high-stakes partnerships with external institutions locally, statewide, and nationally.

Your primary focus will be project management: ensuring clarity of scope, aligning internal and external teams, tracking progress, and surfacing risks or blockers. You will work within an Agile, Scrum-informed environment, supporting sprint planning, retrospectives, and stand-ups as needed to help maintain momentum and alignment.

This role is ideal for someone with experience managing delivery of data platforms, systems integrations, and/or public sector software tools in highly cross-functional environments.


Key Responsibilities:

Project Management Responsibilities

  • Own day-to-day execution of assigned technical projects (1–6 months), ensuring defined scope, timelines, milestones, and success criteria are clearly established and maintained throughout the project lifecycle.
  • Serve as the primary liaison for mid-level stakeholders, translating business needs into structured project plans and actionable work for technical teams while ensuring alignment and expectation management.
  • Drive disciplined execution tracking—Monitor progress against commitments, proactively identify and manage risks and dependencies, escalate issues when appropriate, and ensure projects remain on track.
  • Control scope and manage change—Document requirements clearly, enforce structured change management practices, and prevent scope creep through clear communication and documented approvals.
  • Coordinate stakeholder meetings, prepare structured agendas, document decisions and action items, and ensure follow-through and accountability.
  • Develop and maintain core project documentation, including project charters, BRDs, functional requirements, risk logs, implementation plans, and structured status reporting.
  • Operate effectively within hybrid delivery environments, adapting between Agile and structured project management methodologies as required by the initiative.
  • Other Duties as assigned.

Systems (Jira/Confluence) Responsibilities

  • Maintain clean, structured, and execution-ready Jira boards across two technical teams to ensure clarity, accountability, and delivery predictability.
  • Ensure backlog hygiene—Validate ticket clarity, acceptance criteria, prioritization alignment, status accuracy, and appropriate task breakdown.
  • Monitor SLAs, aging tickets, sprint commitments, and delivery trends to improve transparency and execution reliability.
  • Partner with the Technical Project Manager on workflow improvements while enforcing day-to-day Jira discipline and consistency.
  • Maintain structured dashboards and reporting to provide accurate, real-time visibility into project health, risks, and progress.
  • Ensure alignment between documented requirements and Jira execution artifacts to maintain traceability and delivery integrity.
  • Other Duties as assigned.


Qualifications:

  • 3-5+ years of experience in technical project management, preferably in cross-sector or data-related projects.
  • Experience with data infrastructure projects—such as data warehouses/lakes, analytics platforms, or data-sharing systems.
  • Strong understanding of SDLC and project lifecycle management, with demonstrated success coordinating across internal teams and external vendors.
  • Familiarity with user acceptance testing (UAT), UX, and requirements gathering for data/tech tools.
  • Proficiency in Jira and Asana for managing technical and stakeholder workstreams.
  • Strong attention to detail, communication, and scheduling logistics.
  • Experience in workforce development, civic tech, or economic development is a plus.


Hours & Location:

  • This is not a fully remote position as we work in a hybrid office environment. In-Office and hybrid/flexible schedules are based on business need, staff readiness, and approved by one's supervisor.
  • You must live in or be able to relocate to Tulsa, OK, or the surrounding area and work from the office at least 3 days per week.
  • This is a full-time position with an expectation of working 40 hours per week.
  • The typical hours of operation are 8:00 a.m. to 5:00 p.m.
