Job description

Pipeline Position
The Project Manager (PM) serves as the senior on-site authority responsible for execution of all Base Operations Support (BOS) services in accordance with the PWS. The PM directs daily contract operations, ensures compliance with performance standards, manages workforce execution across all functional areas (facilities maintenance, utilities, grounds, and infrastructure), and serves as the primary interface with the Contracting Officer (KO) and COR/ACOR. The PM ensures continuity of operations, oversees transition activities, enforces quality control, and integrates systems such as GFEBS and ArMA to manage work orders, reporting, and asset accountability.


Tasks and Capabilities Required:

  • Lead full contract execution across all CLS functional areas, ensuring compliance with performance standards and timelines
  • Serve as primary liaison with KO and COR/ACOR for all contractual, operational, and performance matters
  • Direct workforce planning, staffing, and resource allocation to maintain uninterrupted operations
  • Oversee implementation and execution of Quality Control Plan (QCP) and corrective actions
  • Manage transition (phase-in/phase-out), ensuring continuity of services and operational readiness
  • Ensure proper utilization and oversight of GFEBS and ArMA systems for work management and reporting
  • Coordinate emergency response actions and ensure availability after hours as required


Mandatory Job Experience and Certifications:

  • Minimum 5 years of experience in base operations support or similar contract scope and complexity
  • Demonstrated experience managing large-scale BOS or facilities O&M contracts supporting thousands of facilities/assets
  • Proven experience in contract management, workforce oversight, and multi-discipline service delivery
  • Experience coordinating with Government stakeholders (KO, COR/ACOR) in a performance-based environment

Desirable Qualifications:

  • Experience managing DoD Programs of similar size (180,000+ acres and thousands of facilities)
  • Familiarity with GFEBS, ArMA, and CMMS platforms (e.g., Maximo)
  • Experience leading transition efforts (phase-in/phase-out) for large service contracts
  • Knowledge of DPW operations and Army maintenance workflows
