This dual focus requires strong communication skills to keep stakeholders aligned and proactive risk management to prevent bottlenecks. Effective individuals in this role prioritize transparency, use tools to track progress, and foster collaboration between engineering, product, and QA teams. Balancing these responsibilities helps ensure timely delivery and continuous process improvement.

Is TPM a good career path?

A Technical Program Manager (TPM) is a valuable role that combines technical expertise with project management skills, often involving coordinating cross-functional teams and managing complex projects. The role offers opportunities for advancement into senior management or specialized technical leadership positions.

What is the difference between a technical program manager and a Scrum Master?

A Technical Program Manager (TPM) oversees multiple related projects, coordinating cross-team efforts, managing dependencies, and aligning technical initiatives with business goals. A Scrum Master facilitates Agile teams' adherence to Scrum practices, removes impediments, and promotes continuous improvement within a specific team. While both roles support project delivery, TPMs focus on program-level management, and Scrum Masters focus on team-level Agile processes.

Job description

OVERVIEW:

The EE and ME Engineering Scrum Master is a key member of the Engineering Management Team (EMT) at Quality Electrical Systems. This role owns sprint governance and cross-discipline coordination for Electrical (EE) and Mechanical (ME) engineering teams, ensuring that engineering work flows efficiently from intake through delivery.

Reporting to Engineering Manager, this role sits at the intersection of engineering execution and project management. The Scrum Master protects engineering capacity, drives sprint discipline, and serves as the primary interface between Ops Project Managers and the engineering organization — keeping engineers focused on engineering work.

KEY RESPONSIBILITIES:
  • Serve as the primary Scrum Master for Electrical (EE) and Mechanical (ME) engineering teams within the Engineering Management Team (EMT)
  • Facilitate sprint planning, daily standups, sprint reviews, and retrospectives across EE and ME disciplines
  • Own the engineering sprint board in Jira — maintain task accuracy, capacity visibility, and sprint health metrics
  • Manage the PM Deliverable Intake Form process — triage incoming requests, confirm sprint slot or flag backlog status, and communicate outcomes to Ops PMs
  • Enforce sprint capacity governance: lock committed work before each sprint begins and protect engineering capacity from unplanned interruptions
  • Coordinate crossdiscipline deliverables between Electrical and Mechanical engineers, ensuring BOM milestones (30/60/90%) are tracked and met
  • Partner with Ops PMs on escalation routing — resolve capacity conflicts or flag Tier 4 escalations when required
  • Identify and surface impediments blocking engineering execution; work with Engineering Management to remove them
  • Support onboarding and training of engineers on sprint processes, Jira workflows, and Engineering Handbook procedures
  • Maintain and improve sprint governance documentation, swim lanes, and RASIC artifacts as the process matures
  • Track and report sprint velocity, OTD contribution metrics, and capacity utilization to Engineering Management leadership
  • KNOWLEDGE AND EXPERIENCE REQUIREMENTSMinimum Qualifications:
  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Engineering Technology, or a related technical field
  • 2+ years of experience in an engineering, manufacturing, or project coordination role
  • Demonstrated experience with Agile/Scrum methodology — sprint planning, backlog management, and retrospectives
  • Proficiency with Jira or equivalent project management and sprint tracking tools
  • Strong organizational skills with the ability to manage multiple concurrent workstreams across disciplines
  • Effective communicator across technical and nontechnical audiences — engineers, project managers, and leadership
  • Added Qualifications:
  • Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent certification
  • Experience in an EngineertoOrder (ETO) or custom manufacturing environment
  • Familiarity with SolidWorks, SolidWorks PDM, or AutoCAD in an engineering production context
  • Understanding of UL, NEMA, NEC, or IEEE standards as they apply to electrical equipment manufacturing
  • Experience coordinating between Electrical and Mechanical engineering disciplines on shared deliverables
  • Prior experience supporting PLM, ECR/ECO, or engineering change management processes
  • Core Competencies
  • Process discipline follows and enforces defined sprint and intake processes consistently
  • Servant leadership removes impediments without micromanaging; enables engineers to stay focused
  • Crossfunctional coordination bridges EE and ME teams, Ops PMs, Scheduling, and Supply Chain
  • Escalation judgment knows when to resolve, when to escalate, and when to protect the sprint
  • Accountability owns sprint health and BOM milestone tracking; does not let things slip quietly
  • Adaptability operates effectively in a fastpaced, EngineertoOrder environment with changing priorities
  • Continuous improvement mindset actively looks for ways to improve sprint velocity and reduce waste
  • Skills and Specifications
  • Jira project management board configuration, sprint management, reporting
  • Microsoft Teams and SharePoint communication and document management
  • SolidWorks PDM familiarity with release states and part number workflows (preferred)
  • ERP basic navigation and SO/BOM awareness (preferred)
  • Microsoft 365 Excel, Word, Outlook proficiency
  • Agile/Scrum frameworks sprint ceremonies, velocity tracking, retrospective facilitation
  • Engineering drawing literacy ability to read and interpret electrical schematics and mechanical drawings at a general level
  • Benefits:We offer a competitive benefits package that includes:

    401(k) with company match

    Paid Time Off (PTO)

    Medical, dental, and vision insurance

    HSA, HRA, and FSA options
