Job description


Oracle Cloud Infrastructure (OCI) is seeking an experienced Principal Technical Program Manager to drive complex, cross-functional initiatives supporting OCI's continued infrastructure growth and operational scale. This role partners closely with leaders across infrastructure planning, site strategy, power, construction, supply chain, engineering, finance, and operations to deliver critical business outcomes.
The successful candidate will lead high-visibility programs, drive cross-organizational alignment, establish effective execution mechanisms, and provide actionable insights that improve planning and operational effectiveness across the infrastructure portfolio.
This role requires strong program leadership, analytical problem-solving, stakeholder management, and the ability to influence outcomes across a highly matrixed organization.
Responsibilities
Key Responsibilities
Strategic Program Execution
  • Lead complex cross-functional programs supporting OCI infrastructure growth, operational readiness, and organizational priorities.
  • Translate strategic objectives into executable plans, milestones, deliverables, and measurable outcomes.
  • Drive execution across multiple teams while managing risks, dependencies, and competing priorities.
  • Ensure programs remain aligned with business objectives and executive expectations.

Cross-Functional Leadership
  • Partner with stakeholders across infrastructure planning, site development, power, supply chain, engineering, finance, construction, and operations.
  • Facilitate decision-making and alignment across organizations with differing priorities.
  • Drive accountability across workstreams and ensure timely issue resolution.
  • Build strong working relationships across technical and business organizations.

Business Operations & Planning
  • Support annual planning, forecasting, resource planning, and operational review processes.
  • Develop program metrics, dashboards, and reporting mechanisms that provide visibility into performance and execution risks.
  • Analyze operational data and identify opportunities to improve efficiency, predictability, and organizational effectiveness.
  • Contribute to business reviews and planning cycles through data-driven insights and recommendations.

Program Governance & Operational Excellence
  • Establish governance structures, operating rhythms, and execution mechanisms for strategic initiatives.
  • Monitor program health, key milestones, risks, and dependencies.
  • Lead program reviews and executive status updates.
  • Drive continuous improvement across planning, reporting, and execution processes.

Executive Communications
  • Prepare concise executive-level updates, analyses, and recommendations.
  • Present program status, risks, and mitigation plans to senior leadership.
  • Create clear narratives from complex technical and operational information.
  • Support leadership decision-making through fact-based analysis and reporting.

Minimum Qualifications
  • Bachelor's degree in Engineering, Computer Science, Business, Operations, or a related discipline.
  • 8+ years of experience leading complex technical, infrastructure, business operations, or strategic programs.
  • Experience managing cross-functional initiatives across multiple organizations.
  • Strong analytical, planning, and problem-solving capabilities.
  • Experience building executive presentations, dashboards, and business reviews.
  • Proven ability to influence stakeholders without direct authority.
  • Excellent written and verbal communication skills.

Preferred Qualifications
  • Experience in cloud infrastructure, datacenter infrastructure, capacity planning, supply chain, construction, energy, or related infrastructure domains.
  • Experience supporting executive planning and operational review processes.
  • Understanding of infrastructure deployment, scaling, and operational readiness.
  • Experience developing KPI frameworks, governance models, and operational reporting.
  • Familiarity with large-scale program and portfolio management practices.

US: Hiring Range in USD from: $102,300 to $209,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
