Job description

MTSI is seeking a Technical Program Manager to support a key joint development program. This role is responsible for managing technical planning, readiness, and execution across a portfolio of experimentation events, demonstrations, and multi-service activities that drive mission advancement and operational integration. The ideal candidate blends program management discipline with operational planning expertise and a strong understanding of complex technical environments. This position is highly collaborative across various geographical locations, requiring coordination across engineering teams, operators, service representatives, and leadership to ensure each event is fully synchronized and technically prepared.
Responsibilities
  • Lead planning and management of technical experimentation, demonstrations, and integration events across multiple services and partner organizations
  • Develop and maintain program plans, schedules, and event roadmaps aligned with strategic objectives
  • Track milestones, risks, dependencies, and resource needs for all technical and operational activities
  • Ensure program execution remains synchronized with timelines across geographically distributed teams
  • Identify required systems, networks, cloud/on-prem environments, and mission-support infrastructure needed for events
  • Work closely with engineering, operations, and integration teams to ensure all technical capabilities are configured, tested, transported, and available
  • Prevent readiness gaps such as missing equipment, misaligned environments, or incomplete service integration
  • Coordinate with representatives from the Air Force, Army, Navy, USMC, and other mission partners to ensure appropriate participation and technical alignment
  • Facilitate working groups, planning sessions, syncs, and briefings to maintain shared awareness of priorities and progress
  • Serve as a central communication node between technical teams, operators, and leadership
  • Maintain accurate and up-to-date reporting on event readiness, execution status, risks, and decisions
  • Provide leadership with insights on upcoming requirements, conflicts, resource constraints, and integration challenges
  • Capture lessons learned from events and incorporate improvements into future cycles.

Required Experience
  • 18+ years of experience supporting or managing DoD technical experimentation, demonstrations, exercises, or integration events
  • Experience supporting or employing advanced joint C2 and fires-related systems such as JFN and/or CJADC2
  • Understanding of joint operations, mission systems, C2 concepts, and cross-service coordination
  • Strong program or project management background with ability to manage complex technical dependencies
  • Excellent communication skills with experience coordinating across military, government, and contractor teams
  • Ability to manage schedules across multiple time zones and distributed locations

Required Education
  • Bachelor's degree in Engineering or a related technical discipline
  • An advanced degree (MS/PhD) in Engineering or a related technical field (desired)
  • Active Certifications: Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) certification (Level II/III)

Desired Qualifications
  • 20+ years of experience
  • Prior military, government, or defense-industry experience in technical operations or joint planning
  • Knowledge of experimentation infrastructure, cloud/on-prem integration environments, and service-specific systems
  • Familiarity with common PM and scheduling tools (e.g., MS Project)

Required Clearance
  • Active TS/SCI

The pay range for this position in is $170,000/year to $200,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
