About the Role:

The Program Manager provides strategic leadership, technical expertise, and management oversight to support the efficient and effective execution of intelligence-focused research and development, systems engineering, acquisition, production, and operational support activities for NASIC and NASIC-affiliated contracts. This role is responsible for managing project planning, execution, risk mitigation, and performance reporting across the full lifecycle of complex technical programs, while ensuring alignment with mission objectives, operational priorities, and government standards and compliance requirements.


  • Provides technical expertise in the appropriate phenomenology, mission processes, data sources, and analytic disciplines to support and oversee intelligence production efforts.
  • Provides technical leadership and management oversight of the WiSC ASTRA team, delivering advisory and support services across a diverse portfolio of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) programs. Ensures effective execution, integration, and delivery of program objectives while supporting mission priorities, stakeholder requirements, and strategic initiatives.
  • Applies knowledge to technical and administrative activities to include preparation of acquisition documents, schedules and milestone charts.
  • Monitors contract cost/schedule/performance and oversees the WiSC program team to achieve project goals. Develop and presents briefings to senior customer personnel.
  • Possesses superior written communication skills, including the ability to develop executive briefings, strategic reports, decision papers, and senior-level correspondence.

Skills:

  • Familiarity with ISR and intelligence disciplines such as Electro-Optical (EO), Synthetic Aperture Radar, Multi Spectral Imaging/Hyper Spectral Imaging (MSI/TSI), Thermal Infrared (TIR), Overhead Persistent Infrared (OPIR), Light Detection and Ranging (LIDAR), Ground Moving Target Indicator (GMTI), and/or Full Motion Video (FMV)
  • Familiarity with modeling, simulation, and technical analysis tools (STK, MATLAB, COMSOL, ANSYS, Python, R)
  • Project Management Professional (PMP) certification (preferred)
  • Proficiency in intelligence databases and tools (M3, Palantir, Analyst Notebook, ArcGIS, RemoteView)

Education and experience:

  • Must have a minimum of fifteen (15) years combined functional and management experience. In addition to this experience requirement, personnel shall possess a Master’s degree in Business, Engineering or Science.
  • Eight (8) years of additional work experience may be substituted for a Master’s degree; or, four (4) years of additional work experience plus a Bachelor’s degree may be substituted for a Master’s degree.
  • Applicant must have NASIC experience.

Security Clearance:

  • Active Top Secret clearance (TS/SCI preferred)
