Job description

Zachary Piper Solutions is seeking a Technical Program Manager to support a company focused on delivering mission-critical federal IT, software development, and cloud modernization solutions. This position is on-site at Washington, DC. The Technical Program Manager will provide executive-level leadership over a large-scale, multi-year federal IT and cloud modernization program, overseeing technical execution, Agile/DevSecOps transformation, financial performance, and stakeholder engagement. This role offers the opportunity to directly support federal missions by modernizing legacy systems and delivering secure, scalable, and compliant technology solutions. Responsibilities for the Technical Program Manager include: * Lead strategy, planning, execution, and delivery of a complex federal IT modernization program aligned with mission needs, FAR, and agency governance.
* Provide technical leadership across Agile software development, DevSecOps, Azure cloud environments, cybersecurity, infrastructure, and IT service management.
* Oversee modernization of legacy systems into scalable, cloud-native architectures using CI/CD, Infrastructure as Code, and secure development practices.
* Manage program financials including budget planning, forecasting, EVMS, CPARS, SLA reporting, task orders, contract modifications, and labor mix planning.
* Serve as the primary point of contact for federal executives, COR/CO stakeholders, mission owners, and technical leadership.
Required Qualifications for the Technical Program Manager include: * 7-10+ years of experience managing large federal IT modernization programs with strong technical oversight responsibilities
* Experience with Microsoft Azure cloud environments (IL2, IL4, IL5, IL6), Agile delivery, DevSecOps, and legacy system modernization
* Proven experience leading multi-disciplinary engineering teams and managing complex portfolios or multiple task orders
* Bachelor's degree in Computer Science, Engineering, Information Systems, or a related field (Master's preferred)
* Active Secret clearance (Top Secret preferred)
