Summary
You will serve as a SUPERVISORY PROGRAM MANAGER, BUSINESS OPERATIONS BRANCH HEAD in the Business Operations Branch (BL43100), Technical Operations Division, Prototype, Manufacturing and Test Department, SUPPORT EQUIPMENT (SE) & AIRCRAFT LAUNCH & RECOVERY EQUIPMENT (ALRE) of NAVAIRWARCENADLKE.

  • You will serve as a certified Approving Official for Purchase Card Holders.
  • You will maintain accountability for Department General Equipment and serve as the Assistant Deputy Accountable Property Officer (ADAPO).
  • You will uphold a high level of expertise in business operations support requirements for organic manufacturing, commercial procurement, and acquisition.
  • You will develop and maintain the Job Execution and Data Information (JEDI) system and other local business information systems and processes.

  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03/GS-9-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties:
  1. Utilizing Financial Management experience of a program or organization to manage overall costs and budgets, performing budget forecasting, and executing financial workload plans to achieve mission outcomes within defined financial constraints.
  2. Allocating personnel, funding, and equipment, and coordinating multi-disciplinary teams to meet complex operational goals through a proven background in Resource Management;
  3. Establishing and maintaining internal controls, enforcing regulatory compliance, and managing physical assets to demonstrate strong accountability;
  4. Planning and Evaluating long-term task priorities, defining operational milestones, and assessing work outcomes to ensure success; and
  5. Analyzing complex operational challenges, resolving systemic bottlenecks in business systems, and developing effective, compliant solutions that support broader organizational objectives.
