Job description

JOB DESCRIPTION:

This job description outlines the primary duties and responsibilities of the Program Manager for the Base Infrastructure Modernization IDIQ contract. The PM will play a critical role in ensuring the successful modernization and operation of network infrastructure at DAF bases worldwide, contributing to the overall mission capability of the Air and Space Forces.

ROLES AND RESPONSIBILTIES

1. Program Management:
Lead and manage the overall execution of the BIM IDIQ contract. Serve as the primary point of contact for all contractual matters. Ensure clear, accurate, and timely communication with the Government/BIM PMO. Develop and maintain an Integrated Master Schedule (IMS) for each Task Order. Ensure compliance with all performance requirements, including Service Level Agreements (SLAs).
2. Stakeholder Coordination:

Coordinate with the BIM PMO, Task Order Representatives at individual bases, and external agencies.
Facilitate Integrated Product Team (IPT) meetings, Program Management Reviews (PMR), and other necessary meetings. Ensure effective communication and coordination with subcontractors and other contractors.
3. Risk Management:
Identify, track, and mitigate project risks related to cost, schedule, and performance. Develop and implement risk mitigation strategies. Report program risks and mitigation strategies in the Monthly Status Report (MSR).
4. Personnel Management:
Oversee the recruitment, training, and management of all personnel assigned to the contract.
Ensure all personnel meet the qualification requirements specified in the contract. Maintain a roster of qualified personnel and ensure timely updates.
5. Technical Oversight:
Oversee the design, architecture, and implementation of modernized network infrastructure. Ensure all technical solutions meet the performance thresholds outlined in the Task Orders. Coordinate with lead engineers to ensure the technical fidelity of the project.
 

6. Compliance and Reporting:
Ensure compliance with all security requirements, including classified and unclassified data handling.
Develop and maintain a Quality Control Program (QCP) to ensure services are performed in accordance with the Task Order PWS. Provide regular status reports, including corrective action plans and issue management.
7. Travel:
Manage and coordinate travel arrangements for personnel as required by the Task Orders. Ensure compliance with travel cost regulations and obtain necessary approvals.

 

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

1.       Education: Bachelor’s degree in engineering, Information Technology, Business Administration, or a related field. Master’s degree preferred.

2.       Experience: Minimum of 10 years of experience in program management, preferably in a government contracting environment. Experience with network infrastructure modernization projects is highly desirable.

3.       Certifications: PMP (Project Management Professional) certification is required. ITIL certification preferred.

4.       Security Clearance: Must hold at least a Secret security clearance.

5.       Technical Skills:

·       Strong understanding of network design, architecture, and implementation.

·       Familiarity with DoD and DAF network infrastructure and cybersecurity requirements.

·       Proficiency in using project management tools and software.

6.       Soft Skills:

·       Excellent leadership and team management skills.

·       Strong communication and interpersonal skills.

·       Ability to manage multiple priorities and work under pressure.

7.       Travel: Willingness to travel to various DAF bases worldwide as required by the contract.

8.       Work Environment: Ability to work in a fast-paced, dynamic environment and adapt to changing requirements.
