The Principal, Technical Program Manager leads the planning and execution of complex, large-scale technology programs, ensuring alignment across multiple teams and dependencies. This role requires expertise in program and risk management, technical design, and stakeholder communication to drive clarity and deliver measurable outcomes. The position involves overseeing system architecture discussions, managing cross-functional priorities, and implementing scalable processes to enhance operational excellence. The successful candidate will proactively identify risks, optimize resources, and mentor team members while maintaining a focus on delivering high-quality solutions that support strategic business objectives.
About the team:
The CTS Global Governance team leads enterprise-wide governance by managing complex, cross-functional programs with clear accountability and timely delivery. Operating at the intersection of technology, operations, and business, the team collaborates with product, engineering, and domain stakeholders to align priorities and optimize outcomes. They provide oversight across critical domains such as GSOC, Threat, Computer Vision, Legal, and Aviation, ensuring compliance and operational integrity. By standardizing frameworks and continuously improving processes, the team enables Walmart to operate securely, efficiently, and at scale across multiple organizations and geographies.
What you'll do:
  • Define goals, stage gates, and key deliverables for large-scale technical programs with multiple dependencies and resource constraints.
  • Secure commitments for program scopes, delivery dates, and resources while managing cross-functional dependencies.
  • Translate product requirements into technical designs and system architecture for scalable, high-availability solutions.
  • Identify risks, develop mitigation plans, and proactively resolve issues to maintain program momentum.
  • Drive continuous improvement by implementing scalable, repeatable workflows and automation frameworks.
  • Communicate progress, risks, and impacts clearly to stakeholders and cross-functional teams.
  • Mentor team members on best practices in program and technical management.

  • Extensive experience in program and project management, including risk and stakeholder management across complex, cross-functional initiatives.
  • Proven ability to define goals, manage dependencies, and secure commitments for large-scale technical programs with multiple teams.
  • Strong technical expertise in system design, cloud infrastructure, APIs, and software lifecycle management.
  • Skilled in translating product requirements into scalable technical solutions and ensuring operational excellence.
  • Proficient in communication, capable of aligning varied stakeholders and delivering clear, data-driven reports.
  • Demonstrated analytical problem-solving skills with a focus on data-driven decision-making and continuous improvement.
