Job description

Job Description
Everforth ECS Federal is seeking a Technical Delivery & Enablement Lead to work remotly supporting high-impact federal IT initiatives for the Department of Veterans Affairs.
The Technical Delivery & Enablement Lead will bridge the gap between technical execution and team enablement. This blended technical, delivery, and customer-facing role requires an expert in Agile delivery methodologies, structured technical training design, and hands-on familiarity with the Elastic Stack (Elasticsearch, Logstash, Kibana). You will guide cross-functional teams to deliver stable, high-performance tech initiatives while simultaneously coaching, upskilling, and training internal engineering teams and external stakeholders to manage deliverables more effectively.
The Technical Delivery & Enablement Lead will work directly with VA stakeholders and workstream leads while partnering closely with engineers to translate customer needs into actionable technical work and ensure delivery remains aligned to customer outcomes and evolving cybersecurity objectives.
The ideal candidate is a technical practitioner, delivery leader, and customer partner who can move comfortably between engineering discussions, VA stakeholder meetings, Jira backlogs, workstream coordination, and technical enablement sessions. This role requires enough technical depth to understand engineering challenges and identify delivery risks, while possessing the communication and facilitation skills to translate complex technical concepts into clear customer decisions and outcomes.
  • Agile Delivery Management: Facilitate Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, and retrospectives. Utilize Jira to track delivery metrics like velocity, burndown charts, and team capacity to optimize sprint output.
  • Technical Oversight: Coordinate architectural and implementation efforts for Elastic solutions, including index lifecycle management, data ingestion pipelines (Logstash/Beats/Vector), cluster health, and complex query optimizations.
  • Training & Upskilling: Design, build, and deliver specialized technical training programs and workshops on Elastic search optimization, Kibana dashboard configurations, and Agile execution frameworks using Jira workflows for engineering teams.
  • Documentation & Instructional Assets: Develop end-user runbooks, standard operating procedures (SOPs), and specialized training materials to complement and enhance Elastic-provided materials for stakeholder use.
  • Cross-Functional Collaboration: Partner with Program Managers, Product Owners and external business stakeholders to translate technical complexity into structured development roadmaps and measurable user stories within Jira.
  • Risk & Dependency Management: Identify, log, and resolve infrastructure, pipeline, or resource blockers early in Jira to ensure timely feature releases.
Salary Range: $160,000-$180,000
General Description of Benefit
Required Skills
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, Business Information Systems, or a related technical field (or equivalent combination of formal education, technical training, and military/practical experience).
  • Agile Expertise: 3+ years managing software development lifecycles (SDLC) using Scrum or Kanban frameworks.
  • Elastic Domain Knowledge: Practical, hands-on experience or deep technical familiarity with the Elastic Stack (Elasticsearch, Kibana, Logstash) regarding search architecture, cluster indexing, or observability monitoring.
  • Training Capabilities: Proven track record of developing instructional materials, conducting live technical training, and mentoring junior engineers or developers.
  • Tooling Proficiency: Advanced, expert-level proficiency in Jira (including board configuration, workflow customization, issue tracking, and roadmap planning) alongside Confluence or identical project monitoring software to drive agile delivery.
  • Educational Requirements: Bachelor's degree in Computer Science, Information Technology, Software Engineering, Business Information Systems, or a related technical field (or equivalent combination of formal education, technical training, and military/practical experience).

Desired Skills
  • Agile Certifications: Certified ScrumMaster (CSM) or PMI-ACP or similar.
  • Elastic Certifications: Elastic Certified Engineer or Elastic Certified Analyst.
  • Cloud Infrastructure: Experience integrating Elastic solutions within multi-cloud infrastructures (AWS, Azure, Google Cloud Platform).
