Job description

POSITION SUMMARY
The IT Manager leads both the long-term strategy and day-to-day activities in the IT department to ensure the effective, efficient and secure operation of all information technology systems within Charles Drew Health Center, Inc. The IT Manager services as the primary point of contact for all IT activities.
POSITION-SPECIFIC COMPETENCIES/ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES
  • Provide employees, customers and contractors with top quality, consistently available computer service, support training and maintenance of all computer systems.
  • Applies system analysis techniques and procedures to Charles Drew Health Center, Inc. systems. Consults with users to determine hardware, software and/or system functionality specifications.
  • Evaluate, procure, install, inventory, and maintain all computer hardware and software and all other products and supplies necessary to keep computer systems operable.
  • Create and monitor department productivity, quality of output and cost of services; develop department budget.
  • Provide consultation on software programs relative to clinical program needs.
  • Participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor the approved budget.
  • Designs, develops, documents, tests computer systems or programs, including prototypes based on and related to user specifications.
  • Designs, documents, tests, create and modify active computer directory settings, scripts and profiles in Windows operating systems to meet the needs of Charles Drew Health Center, Inc.
  • Research and prepare technical and administrative reports; prepare written correspondence. Annual or semi-annual work plan, monthly written reports and monthly benchmarks submitted to the Chief Operating Officer. Maintains files and prepares correspondence.
  • Responsible for Computer Network administration. Maintain security of all data proprietary to Charles Drew Health Center, Inc. and provide for the complete backup/back up plan for all computer systems and facilities in case of system failure or disaster.
  • Responsible for the security and availability of all IT systems.
  • Represents the organization to outside agencies and organizations as appropriate; participate in outside community and professional groups and committees as appropriate; provide technical assistance as appropriate.
  • Communicate both verbally and in writing with staff, other managers, directors and executives, specifically the CEO, with problems and make recommendations for change. Build and maintain positive relationships with co-workers, and the public using principles of good customer service.
  • Provide support and maintenance for all the network related systems, software and users.
  • Maintain an offsite and onsite backup solution for all critical data and systems.
  • Diagnose, document and resolve software and hardware related errors.
  • Configure, maintain and update software application servers.
  • Responsible for IT staff life cycle to include: hiring, performance management, employee coaching, development, and disciplinary action.
  • May perform other duties as assigned.

POSITION REQUIREMENTS
  • BS degree in Computer Science (preferred) and/or at least 5 years of equivalent work experience in all phases of computer operations; demonstrating progression in increased work responsibilities throughout career.
  • Windows Desktop and Server operating systems, Microsoft SQL and Exchange required
  • Experience administering Active Directory and Group Policies
  • TCP/IP networking skills including topologies, technologies, IP addressing and troubleshooting
  • Experience with VNMare Administration
  • Understanding of Cisco wireless network infrastructure
  • Experience with Electronic Medical Records or Health Care environment
  • Experience with administration of spam and web filters, or similar technology
  • Knowledge of database administration
  • Experience directing employees in a fast-moving technical environment.
  • Demonstrated knowledge of and competency with regulatory compliance
  • Demonstrated mastery of critical thinking, analytics, and problem solving skills required.
  • Demonstrated ability to interact and communicate effectively with individuals at various levels both inside and outside of the organization, often in sensitive situations.
  • Proficiency with Microsoft Office - particularly Excel and PowerPoint
  • Hours of Work: Expect to work 40 hour a week minimum.
  • Travel: Local travel required.
  • Exposure: The exposure characteristics described here are representative of those an employee encounters while performing the essential functions of this position. For example, while performing the essential functions of this job, the employee is rarely exposed to fumes or airborne particles and toxic or caustic chemicals. Additionally, the employee may occasionally be exposed to bloodborne and other hazardous chemicals. Finally, the noise level in the work environment is rarely loud. In all cases personal protective equipment will be provided to the employee in combination with adequate ventilation and other engineering controls to minimize the risk of exposure or other hazardous occurrence.
