Job description

Description The employee in this position works under the guidance of the Chief or Assistant Chief of Processing.He/she sorts, batches, processes and bills gross receipt and hotel tax returns in accordance with Title 33 of the Virgin Islands Code. The incumbent is responsible for routinely establishing taxpayer accounts, validating and classifying entity types and resolving minor discrepancies. Work is reviewed for adherence to standard operating procedures, while the employee is expected to perform with a considerable degree of independence and must exercise initiative in carrying out his/her assignments

Duties and Responsibilities DUTIES (NOT ALL INCLUSIVE) Operates systems to issue bills, adds taxpayer accounts, processes credits and adjustments, researches and analyzes accounts and resolves open issues. Corresponds and/or confers with taxpayers or their representatives advising them of account information. Provides assistance to taxpayers (or their representatives) by telephone, correspondence or personal contact.

Analyzes, resolves and processes complex Local Tax issues, problems and/or cases. Performs increasingly difficult manual and/or automated mathematical calculations and procedures in computing tax liability to include the applicable penalty and interest. Cancels or disallows assessments due to erroneous entries.

Posts abatements/adjustments as instructed. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Associates degree in business administration, management or closely related field and one (1) year bookkeeping, accounting or tax related work.

OR High School Diploma with six (6) credits in business administration and three (3) years experience in bookkeeping, accounting or tax related work. Position Factors FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION Knowledge of tax terminology, forms and documents utilized in the processing of local tax returns and supporting documentation. Knowledge of current Virgin Islands and Federal Tax laws, rules and regulations.

Extensive knowledge of methods and statutory limits for computing penalties, normal interest, and restricted interest cases utilizing the current interest rates. Knowledge of methods and procedures used in compiling and recording statistical information. Knowledge of manual and automated office equipment (e.g., Guam Tax System)

Ability to compose correspondence to taxpayers, their representatives and others. Knowledge of processing and adjustment procedures, transaction codes and cycles. Ability to detect noncompliance with local tax laws and regulations.

Ability to detect computational, legal and/or technical errors in the process of analyzing tax returns and supporting documentation FACTOR 2 - SUPERVISORY CONTROLS The incumbent receives general supervision from the Senior Local Tax Examiner. The incumbent is expected to perform with a considerable degree of independence and initiative. FACTOR 3 - GUIDELINES The guidelines used by the Local Tax Examiner include the Internal Revenue Code, Federal Tax regulations, and other local tax regulations.

The guidelines consist of pre-determined on-the-job procedures and manuals.Judgment must be used in interpreting and applying guidelines. Ingenuity, resourcefulness, good judgment and strong leadership are required to resolve issues that may arise. FACTOR 4 - COMPLEXITY The job requires the ability to manage multiple priorities and perform tasks rapidly and accurately

This position requires the ability to develop and maintain good working relations with all employees in the section. FACTOR 5 - SCOPE AND EFFECT The scope of the work affects the entire processing of local taxes. FACTOR 6 - PERSONAL CONTACTS Contacts are made with Senior Local Tax Examiners and the Chief or Assistant Chief of Processing.

FACTOR 7 - PURPOSE OF CONTACTS To assess progress on workloads and examine the accuracy of inputs. FACTOR 8 - PHYSICAL DEMANDS There are no physical demands. The job is primarily sedentary in nature.

FACTOR 9 - WORK ENVIRONMENT The work environment is within an office setting. There are no risks or discomforts associated with this position.
