This large-scale modernization program delivers network engineering, design, procurement, installation, integration, testing, and project management services that enhance the security, reliability, and performance of mission-critical healthcare networks serving military healthcare providers, service members, veterans, and their families. Position Overview

The Project Manager (PM) serves as the single point of accountability for successful execution of the Defense Health Agency (DHA) LAN/WLAN Modernization Task Order supporting the U.S. Army Information Systems Engineering Command (USAISEC), Fort Detrick Engineering Directorate (FDED).. The PM directs and integrates all survey, design, procurement, installation, testing, and closeout activities while leading geographically dispersed, multi-disciplinary teams executing multiple concurrent Site Engineering Activities (SEAs) at Military Treatment Facilities (MTFs) and associated Geographically Separated Units (GSUs) throughout CONUS and OCONUS locations. The PM is responsible for overall contract performance, customer satisfaction, cost, schedule, quality, staffing, risk management, Government communications, and timely delivery of all Contract Data Requirements List (CDRL).

Working closely with the TEIS IV Program Manager and corporate Project Management Office (PMO), the PM maintains proactive Government engagement, enterprise-wide visibility into program execution, and effective management of priorities, resources, milestones, risks, and deliverables to ensure successful contract performance.

Key Responsibilities
  • Serve as the single point of accountability for Task Order execution, customer satisfaction, and overall contract performance.
  • Direct and synchronize the full modernization lifecycle to include survey, engineering, procurement, logistics, installation, Government acceptance, and project closeout while balancing resources across multiple concurrent Site Engineering Activities (SEAs) to achieve contract cost, schedule, quality, and customer satisfaction objectives.
  • Lead and integrate survey, design, procurement, logistics, installation, testing, Government acceptance, and project closeout activities.
  • Manage geographically dispersed, multi-disciplinary teams executing multiple concurrent SEAs across CONUS and OCONUS locations.
  • Develop and maintain project plans, schedules, staffing plans, risk registers, deliverable trackers, and performance reporting mechanisms.
  • Oversee contract performance, financial execution, schedule adherence, quality management, inventory/logistics operations, staffing, and risk mitigation.
  • Coordinate with Government stakeholders, Contracting Officer Representatives, technical leads, customer representatives, and corporate leadership to maintain execution alignment, visibility, and customer satisfaction.
  • Ensure timely, accurate, and compliant CDRL development, review, submission, and tracking.
  • Support requirements definition, work planning, procurement coordination, contract administration, and personnel management.
  • Identify project risks, issues, dependencies, and resource constraints; develop/implement mitigation strategies and escalate issues as appropriate.
  • Partner with the TEIS IV Program Manager and corporate PMO to ensure disciplined execution, consistent reporting, continuous improvement, and enterprise-wide visibility into program execution
Required Qualifications
  • Bachelor’s degree in engineering, engineering management, management, mathematics, physics, or a related ABET-accredited discipline; approved substitution may be considered.
  • Minimum of 15 years of experience in systems engineering, systems development, and Department of Defense (DoD) program management.
  • Current Project Management Professional (PMP) certification. Certified Associate in Project Management (CAPM) with at least 3 years of project management experience, or a Government-approved equivalent, may be considered.
  • Demonstrated experience managing complex, geographically dispersed IT infrastructure modernization efforts.
  • Experience managing multiple concurrent technical projects involving cost, schedule, staffing, risk, quality, and customer communications.
  • Experience with requirements management, Integrated Master Schedule, work planning, budget management, schedule management, contract administration, and personnel management.
  • Excellent written and verbal communication skills with experience briefing Government and corporate leadership.
Security Clearance

Active T3 Secret clearance is required. Candidates must be able to maintain the required clearance for the duration of contract performance.

Preferred Qualifications
  • Experience supporting DHA, USAISEC, Army, DoD, or federal IT infrastructure modernization programs.
  • Experience managing large-scale LAN/WLAN, network infrastructure, or communications modernization projects across multiple geographically dispersed locations.
  • Experience leading projects involving site surveys, engineering design, procurement, logistics, warehouse operations, installation, Government acceptance, and project closeout.
  • Experience leading task order execution in secure, mission-focused environments.
  • Familiarity with Government reporting, deliverable management, integrated master schedules, and formal risk management processes.
  • Ability to operate effectively in a fast-paced environment with geographically distributed stakeholders and teams.
Work Environment

This position supports task order execution near Fort Detrick, Maryland, with potential coordination across distributed project sites, Government stakeholders, corporate leadership, and technical teams. Travel may be required based on mission and contract needs.
