Job description

Job Overview:
APTIM Federal Services, LLC is seeking a qualified Project Manager (PM) to manage and execute environmental remediation task orders in Northern California including the surrounding areas of San Francisco Bay and Sacramento.
The Project Manager will serve as the primary point of contact for the Government's Contracting Officer's Representative or other authorized Government representatives and will execute services under the direction of the designated federal project representatives.
The PM is responsible for the management, implementation, and successful execution of federal environmental remediation and construction-related task orders in accordance with contract requirements, regulatory standards, and approved work plans. This role requires demonstrated experience managing federal remediation projects involving hazardous materials and coordinating work performed under federal environmental restoration and infrastructure programs.
Key Responsibilities/Accountabilities:
Federal Contract Oversight
  • Serve as the primary point of contact for the Government's Contracting Officer's Representative or other designated federal representatives.
  • Execute services under the direction of the Contracting Officer and other authorized Government personnel.
  • Manage and execute remedial and construction-related activities in accordance with task order requirements and contract scope.
  • Maintain full understanding of contract scope, deliverables, schedules, and budget requirements.
  • Ensure compliance with federal, state, and local regulations and contract requirements.
  • Prepare required reports, schedules, cost forecasts, and progress documentation.
  • Identify potential scope changes and coordinate contract modifications and task order adjustments as necessary.
  • Ensure projects meet schedule, financial, quality, and performance objectives.

Environmental Remediation Execution
  • Oversee environmental remediation services involving the release or presence of hazardous, chemical, or radiologically contaminated materials in soil, structures, or other environmental media.
  • Oversee the transportation, handling, and disposal of hazardous materials in compliance with applicable regulations.
  • Ensure adherence to hazardous materials management and disposal requirements.
  • Coordinate technical and administrative support services required for project execution.
  • Maintain environmental documentation, field records, and reporting requirements in accordance with contract and regulatory requirements.
  • Support remediation activities involving radiologically contaminated materials, including soil excavation, segregation, packaging, and disposal in accordance with federal and state regulatory requirements.
  • Coordinate radiological control procedures including radiological surveys, contamination controls, personnel protection measures, and waste management protocols as required by project-specific health and safety plans.
  • Ensure remediation activities comply with applicable radiation protection standards, environmental regulations, and federal program requirements.

Schedule, Budget & Performance Management
  • Develop, maintain, and manage project schedules and work plans.
  • Monitor labor hours, production rates, subcontractor performance, and site costs.
  • Track project financial performance and implement corrective actions as necessary.
  • Ensure timely completion of work within established budget and schedule parameters.

Safety & Regulatory Compliance
  • Enforce OSHA regulations and APTIM safety policies and procedures.
  • Maintain 40-hour HAZWOPER certification with current 8-hour refresher.
  • Ensure site-specific safety training and hazard communication requirements are implemented.
  • Ensure compliance with applicable building codes, labor regulations, and environmental laws.
  • Maintain required permits, inspection records, and regulatory compliance documentation.

Basic Qualifications:
The Project Manager must demonstrate the following minimum qualifications and experience:
  • Managerial and/or technical experience in remediation services involving the release of hazardous materials, contaminants, or pollutants to the environment, including:
    • Radiological Sites
    • Residential Remediation
    • Transportation and disposal of hazardous materials
  • Experience managing technical and administrative support services.
  • Demonstrated experience managing project budgets, schedules, and performance metrics.
  • Working knowledge of hazardous materials transportation and disposal regulations.
  • OSHA 10-Hour Construction Outreach Training (required).
  • 40-Hour OSHA HAZWOPER Training with current 8-Hour annual refresher (required).

Preferred Qualifications
  • Professional registration in the State of California as a Professional Engineer (PE) or Professional Geologist (PG)
  • Experience managing federal environmental remediation or construction task order contracts.
  • Experience working directly with federal contracting officers, contracting officer representatives, or other Government project representatives
  • Experience supporting radiological remediation programs such as FUSRAP, DoD environmental restoration programs, or other federally managed radiological cleanup projects.
  • Bachelor's degree in Construction Management, Engineering, Environmental Science, or related field.
  • OSHA 30 Certification.
  • Strong written and verbal communication skills.

As of the date of this posting, a good faith estimate of the current pay range for this position is $130,000 - $180,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
