About the Position

LIVE is seeking an experienced Project Manager to serve as Key Personnel on our U.S. Coast Guard (USCG) HR Staffing Support Services task order, supporting the Assistant Commandant for Civilian Personnel (PSC-CPM) at USCG Headquarters, Douglas A. Munro Headquarters Building, Washington, DC. The Project Manager is responsible for all contractor work performed under the Performance Work Statement (PWS).This role leads a team delivering position classification and staffing support - including position description writing, job audits, vacancy announcement development, and qualification analysis - in support of the USCG Office of Civilian Human Resources.
Responsibilities
• Serves as the Project Manager for a task order (or a group of task orders) and assists company management in working with the customer's representative, management personnel and customer agency representatives. Provide operating advice and assistance on administrative and management issues to the customer.
• Under the guidance of company management, it manages the specific task order(s) and ensures that the technical solutions and schedules in the task order are implemented in a timely manner using benchmarking and program metrics.
• Help coordinate each task schedule to ensure that solutions developed or implemented are consistent with the customer's objectives, and the statement of work.
• Ensure compliance with the terms and conditions outlined in the statement of work and adhere to financial obligations agreed to at contract award through financial reporting and analysis.
• Must be available to the COR via telephone between the hours of 0800 and 1630 EST, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within 3 hours of notification.
Required Qualifications
• Bachelor's degree AND two (2) years of progressive project leadership and management experience; OR Associate's degree AND five (5) years of progressive project leadership and management experience.
• Demonstrated experience managing task orders or contracts, including schedule management, benchmarking, program metrics, and financial reporting and analysis.
• Ability to serve as a single, responsive point of contact with Government stakeholders and to resolve technical and management issues promptly.
• Strong written and oral communication skills, including experience preparing progress reports and briefing Government representatives.
• Possess the clear ability to read, write, speak, and understand English fluently.
• Proficient in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
• Ability to obtain a Common Access Card (CAC) via the Mission Partner Identity, Credential and Access Management (MP ICAM) process and National Background Investigation Services (NBIS), and to safeguard unclassified but security-sensitive and Privacy Act-protected information.
Preferred Qualifications
• Prior experience managing federal HR services support, particularly position classification and staffing support under OPM, DHS, and/or USCG policy.
• PMP certification or equivalent project management credential.
• Prior experience supporting DHS and/or USCG contracts and familiarity with USCG and/or DHS HR policies and procedures.
• Familiarity with Section 508 conformance requirements for documents and forms.
