Job description

Overview
The Program Analyst II will provide analytical support to the U.S. Army INSCOM G-3 Force Management Branch, contributing to the execution of manpower studies, force structure documentation, and stationing initiatives. This role supports the review, validation, and documentation of personnel and equipment requirements critical to mission readiness.
Key Responsibilities:
  • Conduct workload analysis, organizational structure assessments, and mission/task validation in support of manpower studies (AR 570-4).
  • Support the development of TDA/MTOE documentation, CMPs, CPLAN submissions, and FDU initiatives.
  • Assist with the collection, collation, and analysis of staffing and equipment change requests.
  • Prepare executive summaries, SOPs, PowerPoint briefings, and decision support tools.
  • Contribute to task planning, coordination, and administrative tracking for ongoing FM actions.
  • Support the development of OPORDs, FRAGOs, and BOIP justifications in coordination with SMEs and leadership.
  • Maintain and update force structure trackers, equipping schedules, and manpower reports.

Requirements
Minimum Qualifications:
  • Experience: 6+ years in manpower analysis, force structure planning, equipping/stationing support, or similar functions (with recent experience).
  • Education: Bachelor's degree OR 8 years of directly related experience.
  • Desirable: HTAR course or FA50 experience.

Skills
  • Strong analytical, writing, and briefing abilities.
  • Familiarity with Army planning tools, MDMP, and relevant Army regulations (AR 71-32, AR 570-4).
  • Competence in Microsoft Office and DoD force management systems.

Other Requirements:
  • Must hold and maintain an active TS/SCI clearance.
  • Must complete required INSCOM training (TARP, OPSEC, ATCTS, etc.).
  • Occasional travel may be required (CONUS and OCONUS).

Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
