Description

Leidos is seeking an Systems Engineering Manager to join the Air Traffic Business Area within the Homeland Sector, supporting the development of the Leidos Common Baseline. Common Baseline is a mission-critical, future-ready automation solution built on a hybrid cloud data mesh architecture. You will lead a multidisciplinary team of 12–15 systems engineers, developers, and DevSecOps personnel within a Scaled Agile Framework (SAFe) environment. This role serves as a front-line manager within an Agile Release Train (ART), responsible for delivery execution, staffing, and alignment with program objectives supporting mission-critical systems.  You will work alongside cross-functional teams and technical leaders to deliver predictable outcomes in a highly regulated, safety-critical environment.  This is an opportunity to contribute to projects that impact millions of air travelers.

This position supports government programs and requires the ability to obtain and maintain a favorable Public Trust investigation

This position is located in either Gaithersburg, MD or Egg Harbor Township, NJ.

This is a hybrid position requiring 3 days onsite and 2 days working from home.

This role focuses on building and modernizing real-time, safety-critical systems using a combination of traditional systems engineering and AI-augmented software development practices. You’ll work on software that directly supports national air traffic operations, applying AI tools to accelerate development, improve quality, and enhance system reliability.

What You’ll Do

  • Lead and manage a cross-functional team supporting SAFe Agile teams within an Agile Release Train (ART).

  • Perform staffing and hiring activities, including interviewing and evaluating candidates to maintain high-performing Agile teams.

  • Serve as Control Account Manager (CAM) for cost, schedule, and performance management.

  • Develop cost estimates, workload projections, and Basis of Estimates (BOEs) for program execution and proposals.

  • Interface with customers on cost, schedule, technical performance, and resource management.

  • Plan and coordinate work using Program Increment (PI) objectives, iteration goals, and Agile metrics to ensure delivery alignment.

  • Partner with Release Train Engineer (RTE), Product Owners, and Product Management to support program priorities.

  • Support Agile ceremonies including PI Planning, sprint events, ART syncs, and Inspect & Adapt workshops.

  • Track and improve team performance using Agile metrics (velocity, throughput, predictability).

  • Identify and remove impediments; manage risks and cross-team dependencies.

  • Support DevSecOps practices including CI/CD, automation, and continuous integration.

  • Provide technical oversight and manage subcontractor support as needed.

  • Conduct performance reviews and support employee development.

Core Technical Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, or a related technical field (or equivalent experience)

  • 5+ years of relevant experience OR a Master's Degree with 3+ years of experience

  • 2+ Years experience managing technical teams

  • Hands-on experience building and supporting microservices-based systems

  • Experience in systems engineering, software development, or DevSecOps in full lifecycle environments.

  • Experience working in SAFe or similar Agile frameworks.

  • Strong communication and leadership skills.

  • Ability to obtain and maintain a Public Trust

  • U.S. citizenship required

  • Must be able to successfully complete future background investigations as required by the government customer

Preferred / Desired Qualifications

  • SAFe certification (SA, SSM, or SP).

  • Experience with Earned Value Management (EVM) and cost account management.

  • Background in cost estimating and program execution.

  • Experience with Agile metrics and large-scale system integration.

  • Familiarity with FAA/NAS or similar mission-critical environments.
