We own and operate over 2,000 miles of industrial gas pipelines in the U.S. supplying mainly oxygen, nitrogen, hydrogen and syngas in large quantities from multiple production sources to major customers in the chemicals, petrochemicals, refining and steel industries. Our pipeline operations and industrial gas production facilities are closely monitored 24/7 within our leading-edge operations control center located in Houston, Texas. Our operations control group monitors over 89,000 data points and assists with product supply and coordination. We are constantly optimizing our supply network to provide high reliability and energy efficiencies allowing Air Liquide to adjust supply needs more quickly and effectively enabling growth to our customers.

The Mid Level Process Control System Project Manager is responsible for managing projects for the Class I, II, and III control system modernization and upgrade program, as well as ancillary controls-related projects for Large Industries. The role currently focuses on managing Class II and III projects within the modernization program and ancillary sub-projects that support and accelerate key programs.
The Process Control Technology (PCT) projects portfolio covers Large Industries operations across North America.

Key Responsibilities:
Project Execution & Technical Management
  • Lead the estimating, planning, execution, and schedule/cost management of Class I, II, and III Distributed Control System (DCS) Upgrade projects, with budgets ranging from $250k to $8MM.
  • Create scope of work documents and lead the bid process to select 3rd party contractors.
  • Manage and direct 3rd party contractors for the successful execution of control system projects.
  • Actively coordinate and manage the Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) for all control system projects.
  • Liaise with the Engineering & Construction department to ensure control system projects are delivered to plants in accordance with specified standards.
  • Collaborate with Subject Matter Experts (SMEs) to ensure control system designs adhere to all applicable standards and closely manage the incorporation of upgrade program standards.
  • Coordinate with multiple disciplines, including Corporate OT, Electrical, Plant Operations, and Instrumentation teams, to ensure comprehensive project coverage during upgrades.
  • Apply knowledge of National Electrical Code (NEC), OSHA, and ISA standards, along with a general understanding of the mechanical, electrical, instrumentation, and control systems utilized in Air Liquide technologies.
  • Read, interpret, and mark up Piping and Instrumentation Diagrams (P&IDs), and perform basic process calculations.

Project Management & Financial Control
  • Manage multiple projects concurrently, demonstrating proven competency in scoping, estimating, scheduling (critical path analysis), budgeting, cost control, and design/scope change management.
  • Develop comprehensive Project Statements of Work (SOWs) and prepare preliminary estimates for project funding requests.
  • Utilize project estimates and vendor quotes to establish project budgets (Pre-FEED and FEED studies).
  • Create and manage purchase orders and change orders using the Oracle system.
  • Maintain meticulous tracking of expenses against the budget, providing weekly financial updates to appropriate personnel.
  • Apply industry-standard applications for project scheduling and monitoring Key Performance Indicators (KPIs).
  • Prepare and submit formal project reports at intervals suitable for the scope and complexity of each project.

Process Improvement & Strategic Sourcing
  • Partner with Field Sourcing Specialists and Supply Chain Management to coordinate proposals, material/service delivery, and the bidding process for all project phases (SOW development, Detailed Engineering, Configuration, and Electrical & Instrumentation field contracts).
  • Support procurement efforts in securing beneficial frame agreements with key 3rd party suppliers.
  • Learn and assess existing engineering processes to identify and report deviations, while actively contributing to the definition and evolution of project management execution standards.
  • Collaborate with the Project Management department to evolve the role and provide project management assistance to Junior Engineers as required.
  • Continuously seek and implement improved strategies for managing projects and commit to continuous professional growth through formal and informal training.

Education & Certifications
  • Education: Bachelor of Science (B.S.) degree in Chemical, Mechanical, or Electrical Engineering is required.
  • Licensure: Professional Engineer (PE) registration is desirable.
  • Certification: Project Management Professional (PMP) Certification is required, or the candidate must be willing to obtain certification within 18 to 24 months of hire.

Experience
  • Minimum of 8 years of experience in control system project management or control systems engineering, encompassing full project lifecycle responsibilities.
  • Proven competency in managing projects utilizing industry-standard project management methodologies and tools.
  • Demonstrated ability to collaborate effectively within a diverse, international organizational structure.

Skills & Knowledge
  • Technical Proficiency: Basic knowledge of leading industrial DCS systems is desired, with knowledge of one or more of the following: Emerson DeltaV, Foxboro IA, Rockwell, Yokogawa Centum.
  • Industry Knowledge: Familiarity with ASU and SMR technology process control and the latest technology trends in the field is beneficial.
  • IT Skills: Basic understanding of the industrial IT domain, including security and interface protocols.
  • Software: Advanced skills with the Google Suite of tools (Gemini (AI), Docs, Sheets, Slides, Gmail, etc.).
  • Soft Skills: Strong analytical skills, excellent organization and attention to detail, and excellent written and verbal communication skills.

Working Conditions
  • Ability to work in a plant setting, including performing walkdowns and project execution, which requires the use of Personal Protective Equipment (PPE).
  • Ability to understand, perform, and retain various job-related training, operational, and safety protocols.
  • Willingness to travel domestically up to 60%.
